About Administration

Under general direction, the Operations Manager is responsible for planning, coordinating, overseeing, and administering the agency's facilities, operational services, state fleet management, and related agency services. This position serves as a central point of coordination among internal departments, the Department of Administration, State Fleet Management, contractors, and other external partners to ensure the agency's operational needs are met efficiently.

  • Manages and coordinates agency renovation, relocation and facility improvement projects from initial planning through completion. Handles project planning, development, budget, scheduling, coordination and oversight with appropriate entities. Ensures projects are completed in accordance with established requirements, timelines and within budgetary constraints.
  • Plans, coordinates and oversees the day-to-day operational needs of the AG's Office. Provides managerial and operational oversight of the Support Services Department. Support Services Coordinator reports directly to Operational Manager.
  • Coordinates with contractors, building management, and vendors providing facility and operational services. Monitors vendor performance and ensure services are provided in accordance with established requirements and agreements. Assists with procurement requests related to facility operations, renovations, equipment, vehicles and support services. Responsible for identifying operational needs and develops recommendations for cost-effective solutions.
  • Maintains and regularly updates agency floor plans & room assignments for accuracy. Manages the assignment and reassignment of offices, conference rooms and other agency spaces. Manages key inventory, assignment, issuance, return and of office keys. Responsible for evaluating space availiability and recommends office assignments based on operation needs, organization structure, staffing and most efficient use of available space. Coordinates and schedules office moves, relocations, departmental changes and other logistical matters.
  • Works closely with the Finance, Procurement & Information Technology for the accountability of Office's assets, equipment, furniture and other resources. Develops and maintains appropriate records to ensure accountability and efficient utilization of state property.
  • Maintains the Office's lease agreements; monitors lease terms, renewal, updating and recommendation for renewal. Coordinates and works closely with the Department of Administration's staff, 1201 Main Real Property staff and internal manager to provide recommendations concerning space utilization, lease requirements, lease renewals, renovactions, relocation and other related facility needs.
  • Serving as a member of the emergency team, assists the Safety and Security Officer with the development, review and implementation of emergency management for staffing. Assists with facility emergency preparedness, evacuation planning, emergency drills and response procedures. Coordinates building related operation needs during emergencies, weather events, building evacuations, and other unforeseen circumstances. Work with agency leadership, building management, emergency personnel and other appropriate agencies to support continuity of operations.
  • Oversees and manages the agency's state fleet, serving as the primary agency liaison with State Fleet Management for operational management. Coordinates vehicle acquistion, replacement, assignment, transfer, disposal, reporting and related fleet activities. Oversee the the management of accurate records of agency vehicles, assignments, maintenance, policy review and other related tasks. Monitors vehicle utilization and recommends fleet changes based on operational needs, cost effectiveness, and agency requirements. Reviews and updates related policies for compliance with applicable State Fleet requirements.
  • Handles all other related duties as the Office Operational Manager.

Examples of duties

Bachelor's degree and at least ten years of progressively responsible experience in program, operations, or project management, including managerial and supervisory experience.

Necessary Requirement: Must have and maintain a valid SC Driver's License.

Additional Requirements:

  • Position may require occasional weekend work for emergency calls or building issues, including after-hours responsibilities.
  • Position may require long periods of standing, walking, moving items, and lifting up to 20 lbs.

Qualifications

  • Knowledgeable in the principles of government, facility, space planning, and operational management.
  • Working knowledge of the State Procurement Code, property, and fleet management.
  • Ability to interpret and apply rules and regulations.
  • Must be able to communicate openly and effectively.
  • Excellent independent problem-solving and decision-making skills.
  • Ability to analyze operational needs and develop practical solutions.
  • Ability to coordinate multiple projects, vendors, and operational priorities, and utilize time wisely.
  • Must be able to learn quickly and exercise sound judgment.
  • Ability to plan, direct, and review the work of subordinates.
  • Ability to maintain effective working relationships with employees, vendors, contractors, and communicate effectively with the public.
