The Opportunity

The Operations and Finance Coordinator (Pacific) will be responsible for providing a high level of operational, administrative and organizational support to in-country (Pacific based) team in line with project processes and procedures to deliver an efficient, seamless and consistent approach to all operational requirements in-country. The role will additionally serve as the primary point of liaison with the Labour Sending Unit (LSU) for office operations and facilities management, ensuring effective coordination of stakeholders, service providers and workplace services, to support program delivery.

About the Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

What you will do

The Operations and Finance Coordinator will be responsible for:

  • Coordinating program financial administration, including expenditure reporting, reconciliations, fund forecasting, payment processing, petty cash management, and compliance with financial controls and audit requirements.
  • Supporting efficient office operations through the coordination of travel and logistics, management of assets and records, and compliance with health, safety, insurance, and security requirements.
  • Overseeing office facilities, maintenance, procurement, security, and workplace improvement activities through effective stakeholder and service provider coordination.
  • Supporting recruitment, onboarding, personnel administration, employee separations, and the management of visas, work permits, and related employment documentation.
  • Building and maintaining positive stakeholder relationships internally and with government counterparts, contributing to continuous improvement initiatives, supporting onboarding and knowledge sharing across teams, and promoting an inclusive, respectful and collaborative work environment.

What you will bring

We are seeking an individual with:

  • Tertiary qualifications in a relevant discipline or; an equivalent combination of relevant experience and/or education.
  • At least five years’ experience in logistics and administration, especially in support function of large scale of organization
  • Proven track record in office management systems and procedures.
  • Relevant hands-on experience in procurement, preferably with exposure to Government procurement practices.
  • Demonstrated strong understanding of the full procurement cycle.
  • Demonstrated interpersonal and relationship management skills, including the ability to work across a broader team and with external stakeholders.
  • Demonstrated strong analytical thinking and proactive problem solving.
  • Proven strong written and verbal communication skills.
  • Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks, and work well under pressure.
