Job Description

SUMMARY

Under the general direction of the Wastewater Treatment Superintendent, this position is responsible for supervising and participating in wastewater treatment plant processes and total plant operations. Duties include operating a wastewater treatment plant laboratory and directly supervising nine treatment plant operators.

ESSENTIAL RESPONSIBILITIES

  • Supervises the overall operations of the Wastewater Treatment Department.
  • Manages wastewater effluent and sludge disposal meeting all Federal, State and City regulations.
  • Encourages good customer relations regarding effluent quality, sludge disposal.
  • Serves in an advisory capacity to the Utilities Division staff.
  • Supervises employees, including the hiring, evaluation, discipline, training, handling of issues and corrective action plan for the operations staff; prepares performance evaluations for all direct reports and reviews all performance evaluations prepared by subordinates.
  • Complete weekly updates with staff and keep upper management informed of projects and emergencies.
  • Analyzes and reviews operational and production data.
  • Manages the employee safety program for the departments including planning, evaluating, training, accident follow-up, reporting and implementation of City and departmental policies and procedures.
  • Answers complaints, questions and comments from the public via phone, email or letter.
  • Interfaces with other City departments as necessary.
  • Assists with the development, review of updated policies and procedures for the department and ensures consistent implementation.
  • Enforces all City personnel rules, policies and procedures.
  • Complies with all reporting requirements for the City, state and federal governments.
  • Supervises plant processes and controls assuring the best quality effluent possible.
  • Any other duties as assigned.
  • MINIMUM REQUIREMENTSRequires a Bachelor’s Degree in Chemistry, Biology or related field and a minimum of five years of wastewater experience. Eight years of experience and 160 hours of specialized training may be substituted for the above. Two years of supervisory experience preferred. Must hold TCEQ Class A Wastewater Certification. Valid Texas Driver’s License required. KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to use various pieces of laboratory equipment.
  • Ability to operate computers for data entry and word processing.
  • Strong verbal and written communication skill.
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems.
  • Ability to access and utilize asset management software.

Amarillo is the 14th-largest city in the state of Texas, the largest in the Texas Panhandle, and the seat of Potter County. A portion of the city extends into Randall County. The population was 173,627 at the 2000 census. The Amarillo metropolitan area has an estimated population of 236,113 in four counties. In July 2009, the population was estimated at 189,389.

In 1913, Amarillo became the first Texas city and the fifth in United States to use the council-manager form of municipal government, with all governmental powers resting in a legislative body called a commission. Amarillo's commission is composed of five elected commissioners, one of whom is the mayor of the city. The mayor and each commissioner serves a two-year term. The role of the commission is to pass ordinances and resolutions, adopt regulations, and appoint city officials, including the city manager. While the mayor serves as a presiding officer of the commission, the city manager is the administrative head of the municipal government, and is responsible for the administration of all departments. The city commission holds its regular meetings on Tuesday of each week.
