The Operations and Compliance Manager owns compliance, vendor management, and operational support functions across Bodwé's enterprise — managing a compliance calendar of 50+ recurring regulatory deadlines, administering ERP systems, coordinating vendor relationships, and supporting the financial and procurement workflows that keep a multi-entity federal contractor running.

This position works cross-functionally with finance, project management, HR, and executive leadership. This is a high-autonomy role for someone who thrives on managing multiple concurrent workstreams and can move between compliance filings, vendor negotiations, operational needs, and budget reporting without missing a beat.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role:

Regulatory Compliance & Entity Management

  • Own and manage the enterprise compliance calendar which includes 50+ recurring deadlines across multiple entities including state registrations, annual reports, DBE/MBE/WBE certifications, and licensing renewals
  • Administer compliance management platforms (Harbor Compliance) to track filings, manage deadlines, and ensure zero missed submissions
  • Coordinate multi-state business registrations, foreign qualifications, and entity maintenance across all operating jurisdictions
  • Support SBA 8(a) program documentation, annual reviews, and compliance requirements for federal contracting eligibility
  • Maintain SAM.gov registrations, entity certifications, and government contracting portal profiles
  • Track and ensure compliance with tribal, federal, and state regulatory requirements as the organization grows into new jurisdictions

Vendor & Contract Management

  • Manage the full vendor lifecycle including onboarding, contract compliance, insurance verification, performance monitoring, and renewal tracking
  • Process and track certificates of insurance (COI) requests for active projects, ensuring timely delivery to prevent project delays or contractual gaps
  • Maintain vendor files, SOW compliance documentation, and spend analysis to support budget oversight and audit readiness
  • Coordinate vendor portal registrations and new vendor setup across entities
  • Support vendor contract administration such as tracking deliverables, milestones, and reporting requirements for active agreements

ERP Administration & Financial Operations

  • Support budget management and expenditure tracking, prepare variance reports, track actuals against projections, and present financial summaries
  • Process and reconcile invoices, purchase orders, and procurement documentation related to Enterprise services in alignment with internal controls and DCAA requirements
  • Support grant administration and reporting such as tracking milestones, expenditures, and deliverables for economic development and tribal grant programs

Site Coordination

  • Support office logistics, equipment procurement, and facility coordination across multiple locations
  • Coordinate key fob audits, access management, and physical security documentation
  • On rare occasions, may be asked to book hotels that fall outside of Concur such as tribally-owned hotels or hotels for group conference attendance
  • As needed, troubleshoot travel-related issues related to virtual corporate credit cards for travel

Process Improvement & Operational Support

  • Build and maintain SOPs for compliance, procurement, vendor management, and administrative workflows
  • Identify and implement process improvements that reduce cycle times, eliminate redundancies, and improve operational efficiency
  • Support cross-functional initiatives including new entity setup, office openings, and organizational growth projects
  • Maintain assessor-ready documentation and audit files across all compliance domains

Education, Experience, and Technical Skills

Required Education, Licensure/Certification, Experience & Technical Skills

  • 8+ years of progressive experience in operations, compliance, or business administration
  • Demonstrated experience managing complex compliance calendars with multiple concurrent deadlines across multiple entities or jurisdictions
  • Strong ERP/Financial system administration skills
  • Proven vendor management experience including contract tracking, insurance verification, and statement of work compliance
  • Budget management and financial reporting experience
  • Experience with government contracting compliance frameworks (SBA 8(a), SAM.gov, DBE/MBE/WBE, or similar)
  • Ability to manage multiple concurrent workstreams independently with minimal supervision
  • Strong proficiency in Microsoft 365, SharePoint, and expense management systems

Preferred Education, Licensure/Certification, Experience & Technical Skills

  • Experience with Harbor Compliance or similar compliance management platforms
  • Familiarity with Deltek Costpoint in a government contracting or DCAA-auditable environment
  • Background in AEC, federal contracting, or regulated industries
  • Experience supporting grant administration and economic development program reporting
  • Multi-state compliance experience, including understanding of foreign qualifications, state registrations, and licensing requirements

Working Environment

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.

Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers:This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting:This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions

To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:

  • Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
  • Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed

Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
