We are looking for an analytical, detail-oriented finance professional to provide financial and operational support that helps leaders make informed, data-driven decisions.
In this role, you will be responsible for analyzing operating expenses, capital and revenue performance, monitoring budgets and forecasts, identifying cost and variance drivers, and developing insights that improve operational efficiency. You will partner closely with operational leaders to understand business performance, support cost and productivity analysis, and help translate financial data into actionable recommendations. You will also contribute to Power BI dashboards and KPI reporting, revenue forecasting, operational billing, and continuous process improvements. We are looking for someone with a strong finance, accounting or budgeting background, solid Excel skills, strong communication abilities, and the curiosity to dig into the numbers and understand the story behind them.

Job Purpose: The Operations Business Analyst provides advanced financial and operational support to departmental leaders, with a strong focus on managing Operating Expense (OPEX) budgets, analyzing cost drivers, forecasting financial performance, and improving operational efficiency. This role serves as a key liaison between Finance and Operations, translating financial and workload data into meaningful insights that guide effective, data driven decision making. The analyst is responsible for O&M, Capital, and Revenue budgeting, cost analysis, productivity metrics, and development of reporting tools including Power BI dashboards. Primary Functions:

The Orlando Utilities Commission (OUC - The Reliable One) is a municipally-owned public utility providing electric and water services to the citizens of Orlando, Florida, St. Cloud, Florida, and unincorporated Orange and Osceola counties.
Established in 1923 by a special act of the Florida Legislature, OUC is the second largest municipal utility in Florida and 14th largest municipal in the country. OUC provides electric, water, chilled water and/or lighting services to 400,000 accounts. The company is governed by a five-member commission (including the Mayor of Orlando), which is responsible for all operating policies.
OUC has maintained the best electric reliability in the state of Florida for 21 years in a row, when compared to Florida’s investor-owned utilities. Our power is produced at the OUC-owned Stanton Energy Center via a diverse fuel portfolio, which includes nearly 20 megawatts of solar energy.
And, our clean, safe, great-tasting water - which is pumped from the Lower Floridan Aquifer - undergoes more than 20,000 chemical and bacteriological water quality tests each year, including tests for more than 135 regulated and unregulated substances like lead and copper.
