Department of Revenue is recruiting for an Operations and Policy Analyst 2 (OPA2) position. We are looking for talented, detail-oriented individuals to join our Business Division in the Oregon Special Business Programs Unit. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in-state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely.

What You Will Be Doing

Below is a sampling of job duties. It is not meant to encompass all duties.

• Duties include identifying system issues, coordinating with other areas to ensure changes are broadly vetted, verifying functionality in production, accepting solutions, identifying and providing training to program and agency staff, communicating changes as needed, and assisting in monitoring and tracking SQRs.

• Evaluates automated systems and recommends improvements to achieve optimal efficiency and performance in auditing, viewing, and processing CAT program tax returns.

• Recommends acceptance and determines error‑acceptance levels for new system developments and enhancements for the program manager.

• Analyzes legislative proposals to determine fiscal impacts related to OSBP systems and processes and communicates required system or process changes needed to implement and administer the legislation.

This Is What You Need To Qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

The ideal candidate will possess the following desired skills and attributes:

• Ability to evaluate automated systems, interpret complex tax laws, analyze legislative proposals, and identify processes or system improvements.

• Skilled in all aspects of system testing, including creating test scenarios, validating functionality, performing testing, and collaborating with IT to translate business needs into system specifications.

• Able to clearly explain complex laws, policies, and system changes to staff and stakeholders; works collaboratively with cross functional teams such as IT, leadership, and program staff.

• Capable of prioritizing work, planning system or program improvement projects, assessing risks, coordinating tasks, and producing high quality reports and recommendations.

• This is a SEIU-represented position. This recruitment may be used to fill additional vacancies as they occur.

• The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
