Operations and Development Lead | 10549 | Permanent Contract | 37 hours per week | £43,822 to £48,227 per annum | (Grade K) | County Hall, Norwich

An exciting opportunity has arisen for an Operations and Development Lead to lead our Adult Social Services Brokerage function. This is a hybrid role, with the office base at County Hall in Norwich.

We are seeking a hardworking, driven and highly organised person with experience in brokering care provision. It is an excellent time to join the team, as we have recently completed a full review of our end‑to‑end sourcing processes. The team will begin working under the new sourcing model from April 2026, making this a key role in developing and improving ways of working.

You will be responsible for ensuring an efficient, effective, and high-quality service to all internal and external customers for all residential, nursing, home care, day services and transport sourcing, negotiating, placement and contracting activity for older persons and people with physical disabilities, mental health or learning disabilities.

You will identify change and development opportunities and take the lead on planning and delivering project work within brokerage and across impacted departments.

You will develop procedures and guidance for every activity to ensure all brokerage colleagues deliver consistent and effective output that ensures quality and consistency and increases efficiency and productivity. The role will implement control and audit regimes to ensure procedures are being followed and quality is being delivered to agreed service standards.

To build meaningful relationships with the people we support, this role requires regular in-person work in both the office and community
