Job Description

The Operational Risk Programs Manager plays a crucial role in supporting the Operational Non-Financial Risk (ONFR) function by managing and overseeing three enterprise-wide risk programs. This position is responsible for ensuring adherence to established frameworks, policies, and standards across the organization, while maintaining ongoing program governance, monitoring, and stakeholder engagement. The role is a maternity leave replacement and requires a collaborative approach, allowing for independence in managing specific areas of responsibility.

The ideal candidate will possess a strong background in operational risk management, with the ability to influence and negotiate effectively to achieve business objectives. They will work closely with various stakeholders, utilizing their analytical and problem-solving skills to develop strategic plans and recommendations. A data-driven mindset and excellent communication skills are essential for success in this role, as is the ability to build effective relationships across the organization.

Location: Toronto, ON (Hybrid)

Contract Length: 12 months, with the possibility of extension or conversion to FTE

Rate: $43/hour T4 / $50/hour incorporated

Hours: 9 AM - 5 PM

RESPONSIBILITIES

  • Provide oversight, monitoring, and reporting on operational risks for a designated portfolio.
  • Develop and monitor the operational management framework, including governance practices across the organization.
  • Provide policies, standards, methodologies, and controls that enhance transparency, accuracy, and consistency.
  • Collaborate with stakeholders to implement methodology, metrics, and program standards to ensure compliance and effective monitoring.
  • Act as a trusted advisor to assigned business/group, guiding the identification and classification of issues and recommending action plans.
  • Influence and negotiate to achieve business objectives while recommending and implementing solutions based on issue analysis.
  • Assist in the development of strategic plans and identify emerging issues and trends to inform decision-making.
  • Research existing or emerging requirements and best practices to develop recommendations for enhancements.
  • Interpret new or changing regulations and assess impacts on governance frameworks.
  • Conduct independent analysis and assessment to resolve strategic issues and support the execution of strategic initiatives.
  • Represent the model validation program for internal/external regulatory audits and examinations.
  • Coordinate the management of databases, ensuring alignment and integration of data in adherence to governance standards.
  • Lead change management activities, including readiness assessments, planning, stakeholder management, and execution.
  • Develop and implement communication plans to positively influence behavior and ensure effective messaging.
  • Monitor and report on the status of the operational risk governance program to stakeholders.
  • Administer and maintain operational risk program activities in adherence to all policies and established processes.

QUALIFICATIONS

  • Between 5-7 years of relevant experience in operational risk management.
  • In-depth knowledge of operational risk management practices, regulatory requirements, and quantitative techniques.
  • Experience with risk policy frameworks and quality control/testing frameworks.
  • Strong verbal and written communication skills, with the ability to collaborate effectively in a team environment.
  • Proven analytical and problem-solving skills, with a focus on data-driven decision making.
  • Ability to influence stakeholders and negotiate effectively to achieve desired outcomes.
  • Technical proficiency gained through extensive education and business experience.
  • Strong judgment to identify, diagnose, and solve problems within established guidelines.

TECHNICAL SKILLS

  • Knowledge of operational risk management tools and methodologies.
  • Proficiency in data analysis and reporting tools.

PREFERRED

  • Post-secondary degree in a related field of study.
  • Financial background or experience in the financial services industry.
