The Onboarding/Offboarding Supervisor oversees the Employee Life Cycle Team responsible for end‑to‑end life cycle for NCDHHS employees using Workday and the Integrated Human Resources Payroll System. The life cycle will include hire actions for new hires, transfers, promotions and separations across NCDHHS. The role will also have strong focus on ensuring accurate and compliant completion of Form I-9 and employment eligibility verification including, but not limited to, timely case response follow-up sent to the Office of State Human Resources (OSHR) from USCIS regarding Form I-9 completions submitted from NCDHHS. Supervise offboarding specialists and ensure consistent and compliant offboarding processes for all departing employees. Oversee collection and processing of required documents during offboarding, ensuring proper closure of employment records.
Supervise and support onboarding specialists in daily tasks, performance management, training, and workflow coordination.
Oversee all I‑9 verification activities, ensuring compliance with federal regulations and internal audit standards.
Review and approve complex or exception I‑9 cases, correcting errors and ensuring timely resolution.
Monitor E‑Verify submissions and ensure proper documentation and closure.
Develop, update, and maintain onboarding standard operating procedures (SOPs) to ensure consistency and regulatory compliance.
Provide guidance to new hires during remote onboarding, ensuring a positive experience from pre‑boarding through Day 1.
Partner with HRIS teams to ensure employee data is accurate, timely, and aligned across systems.
Track onboarding metrics and create reports to identify trends, process improvement opportunities, and compliance risks.
Collaborate with HR and Legal teams during internal audits or external investigations related to I‑9 or onboarding records.
Ensure team members are equipped with proper resources, technology, and guidance to be effective and productive.
Lead regular team meetings and quality reviews to reinforce compliance, consistency, and customer service excellence.

Basic to working knowledge in the interpretation and application of federal laws and State HR laws, policies and practices governing HR
Ability to establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations and/or decisions within delegated level of authority.
Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours

Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
