F ortuna is seeking an experienced Project Manager to lead and oversee complex federal construction projects, with a strong focus on compliance, stakeholder coordination, and on-time delivery. This role is ideal for a seasoned professional with deep federal project experience, strong leadership and communication skills, and a proven ability to manage integrated Design-Build and EPC teams across the full project lifecycle.

Lead and manage integrated Design-Build (DB) and Engineering, Procurement, and Construction (EPC) teams from project inception through completion, including participation during pursuit phases when requested
Serve as the primary point of coordination between federal agencies, internal teams, subcontractors, and external stakeholders
Develop, manage, and control project budgets, ensuring effective resource allocation and cost containment throughout the project lifecycle
Ensure strict adherence to federal regulations, compliance standards, and security requirements, proactively identifying and mitigating project risks
Create, maintain, and manage detailed project schedules, tracking milestones and deliverables to ensure timely completion
Supervise, mentor, and guide project teams, fostering a culture of collaboration, accountability, and high performance
Prepare and present clear, comprehensive project status reports to ensure transparency and alignment with all stakeholders
Minimum of 7 years of experience managing federal construction or infrastructure projects
Bachelor's degree in Business Administration, Engineering, or a related field (Master's degree preferred)
PMP certification preferred; additional certifications such as PgMP, ITIL, or Six Sigma are a plus
In-depth knowledge of federal regulations, compliance standards, and procurement processes (e.g., FAR, DFARS)
Proficiency with project management tools such as MS Project, Primavera, or equivalent, and advanced knowledge of Microsoft Office
Strong leadership, communication, problem-solving, and decision-making skills
Ability to pass a background check and obtain or maintain a security clearance as required by the project
Experience managing construction contracts for federal agencies such as DoE, DoD, DHS, GSA, or similar entities
Familiarity with Agile project management methodologies and tools
Demonstrated success managing both small- and large-scale state or federal programs
