DEFINITION
The Stakeholder Engagement Director reports to the Oklahoma State Based Exchange (Exchange) Executive Director. The role provides strategic leadership for all Exchange communications, external engagement, and outreach efforts, including marketing strategy, program messaging, community assister programs, and coordination across agents, issuers, and web brokers.
Exchange staff, including the Stakeholder Engagement Director, are expected to develop and maintain working knowledge of state and federal Exchange requirements, systems, reporting, and regulations as they relate to their responsibilities.
DUTIES AND RESPONSIBILITIES
This role is accountable for the Stakeholder Engagement Team. The Stakeholder Engagement Director will have direct report(s) responsible for Exchange communications and Exchange partner program oversight and engagement, including community assisters, health insurance agents, Enhanced Direct Enrollment (EDE) partners, and health insurance issuers. This role coordinates with other members of the Exchange Leadership Team to plan and implement engagement and communications strategies for the Exchange.
The responsibilities of this role include, but are not limited to the following:
- Develop positive working relationships with Exchange stakeholders including but not limited to issuers, community assisters, agents and brokers, EDE partners, the Oklahoma Healthcare Authority (OHCA), and federal/state recognized tribes, to support successful Exchange implementation and operation.
- Manage vendor relationships for the marketing campaign, website development, and stakeholder training.
- Lead the standup and ongoing management of the Stakeholder Engagement Team.
- Supervise and support staff, fostering a culture of accountability, transparency, and high performance.
- Coordinate with OID Human Resources (HR) and the Executive Director on hiring, training, and performance management across the Exchange.
- Set team goals and strategy and align activities with Exchange priorities and OID objectives.
- Develop and oversee Exchange communications, outreach, and marketing strategies.
- Direct the creation and review of all public communications, including consumer education materials and marketing content.
- Oversee development and maintenance of marketing content on the Exchange website.
- Coordinate messaging with OID communications staff and other state and federal agencies.
- Support external Exchange partners (e.g., agents, web-brokers, and health insurance issuers) with marketing efforts by overseeing development of marketing toolkits and reviewing marketing materials.
- Review press releases and responses to media inquiries, and support public facing engagement as needed.
- Establish program requirements, goals, and performance expectations for Exchange partners (i.e., community assisters, agents, brokers, health insurance issuers, and EDE partners).
- Drive policy and business decisions related to Exchange partners.
- Oversee certification, training, and communications processes for Exchange partners.
- Monitor Exchange partner performance and metrics and respond to ongoing program improvements.
- Coordinate with OID Licensing and vendor partners on matters related to assister and agent licensure and registration.
- Provide strategic oversight of Navigator Program awards and ongoing program support; coordinate with leadership and OID Comptroller on Navigator program funding.

EDUCATION AND EXPERIENCE:
- Bachelor’s degree and at least 10 years of relevant professional experience.
- Master's degree in a relevant field may be substituted for 2 years of experience.
- Demonstrated leadership experience managing teams, setting strategic direction, and overseeing performance.
- Experience developing and directing communications, marketing, and outreach strategies for large organizations or programs.
- Strong knowledge of marketing, outreach, and consumer engagement best practices.
- In-depth knowledge of the latest digital and print communications trends and strategies.
- Experience leading or supporting large-scale programs involving multiple teams, partners, and/or vendors.
- Ability to build and maintain effective relationships with diverse stakeholders, including community organizations, technology vendors, and regulated entities.
- Strong program and project management skills, including the ability to set priorities, manage competing deadlines, and ensure accountability.
- Exceptional written and verbal communication skills, with the ability to convey complex information clearly to varied audiences.
- Sound judgment, problem solving ability, and executive presence appropriate for a senior leadership role.
PREFERRED QUALIFICATIONS:
- Understanding of how to use social media and digital platforms for communications and outreach.
- Understanding of the Affordable Care Act (ACA) and the individual health insurance market, including federal and state health insurance policies, programs, and stakeholders.
- Experience working with state or federal health insurance entities.
- In-depth knowledge of trends in commercial, state, and federal healthcare programs.
- Familiarity with health insurance issuers and agents in Oklahoma.
