Job Description

Offtake and Transportation Manager

The Offtake and Transportation Manager will lead and coordinate the planning and execution of Lake Albert crude oil export operations through the Tanga Terminal. The role is responsible for ensuring reliable offtake and lifting schedules, accurate monthly volume and tariff statements, effective vessel vetting and validation, and seamless coordination among upstream shippers, terminal marine operations, joint venture partners and other stakeholders.

The position holder will proactively manage the impact of production variations, maintenance activities, shutdowns and other operational disruptions to safeguard continuous production and minimize the risk of production curtailment. The role will ensure compliance with lifting agreements, contractual procedures, HSE requirements and operational standards, while driving accuracy, operational efficiency and risk reduction across the crude oil transportation and export value chain. The position also provides leadership and competency development to the team supporting the function.

Monthly volume and tariff statement

  • Consolidate the production forecasts from Lake Albert Coordinators and prepare entitlements.
  • Check the consistency between production forecast and actual production.
  • Consolidate production figures received from Upstream coordinators to prepare monthly statement, including Advanced.
  • Tariff Payment and Payment in Kind matters.
  • Consolidate stock account with operations team.

Exports Planning

  • Prepare lifting programs allocating export cargo between field partners and applying contractual procedures.
  • Monitor production maintenance schedules.
  • Anticipate production changes and adjust exports programs accordingly.
  • Proactively manage all potential scheduling impacts and inform all stakeholders of any changes.

Vetting & Vessel Validation

  • Manage vetting submissions for vessels loading at Tanga terminal.
  • Ensure vessel validation aligns with Tanga Terminal operational constraints.
  • Coordinate with Vetting and JV Partners on vessels approval.
  • Make sure commercial and operational instructions and documentation are in place and according to the instructions.

  • Provide operational follow-up as needed.
  • Ensure follow-up of claims (Demurrage, loss) and contribute to claim resolution when required.

HSE

  • Apply EACOP HSE rules in all tasks.
  • Ensure operational instructions comply with HSE requirements.

Projects & Procedures

  • Contribute to Power BI dashboards specific to Uganda lifting performance.
  • Put in place a procedure leaflet specific to the role of Tanga Terminal lifting coordination.
  • Maintain monthly lifting tables for Uganda production.

HR Management

  • Ensure competency development of his teammates.

Academic Qualifications

  • Master’s degree (Engineering, Business, Marine, Logistics).
  • 4–6 years of experience in: E&P logistics / marine logistics or Trading/Shipping and Terminal Operations.
  • Demonstrate a proven track record in a comparable terminal off-taking coordination role.

Technical Competencies

  • Excellent Microsoft Office skills and Excel in particular. Power BI type analysis application.
  • Any experience in additional technical areas of Oil and Gas is a plus.

Behavioral Competencies

  • Strong analytical skills, high numeracy, problem-solving mindset.
  • Proactive, diplomatic, team-oriented.
  • Strong communication skills, considering the variety of stakeholders with different expectations.
  • Fluent English.
  • Ability to work in a multicultural environment.
  • High availability: weekend regular duties.
  • Reactivity and a sense of respect for deadlines.

The East African Crude Oil Pipeline Project (EACOP) is a pipeline that will transport oil produced from Uganda’s Lake Albert oilfields to the port of Tanga in Tanzania where the oil will then be sold onwards to world markets. The pipeline is buried and once topsoil and vegetation have been re-instated people and animals will be able to cross freely anywhere along its length.
