THIS IS AN INTERNAL POSTING FOR SOUTH CAROLINA DEPARTMENT OF PUBLIC SAFETY (SCDPS) OFFICERS ONLY.
Positioned within the Office of Support Services, this role supports strategic planning and process improvement across all OSS functions, including logistics, fleet, evidence management, and facilities operations as designated by the OSS Director and/or Captain of OSS Fleet and Logistics units. The position drives data analysis and project coordination to enhance efficiency and resource utilization, while also maintaining comprehensive oversight of the Axon program. This role collaborates daily with internal and external divisions, vendors, and end-users to ensure effective operational support and informed decision-making.
OSS Fleet Axon Program: This position provides project management oversight for the coordination and administration of Axon hardware, with a primary focus on fleet cameras, body cameras and cradlepoint devices. The employee is responsible for guiding high-level planning and strategic direction to ensure program objectives align with agency priorities. They monitor inventory, asset tracking, and documentation processes to maintain program integrity and compliance. The role requires collaboration with internal divisions such as Asset Management, Department of Public Safety (DPS) Fleet, and Office of Information Technology (OIT), as well as coordination with external vendors for repairs, warranties, and replacements. The employee leads process improvement initiatives and policy alignment to enhance the overall effectiveness of technology deployment and digital evidence management. Regular analysis of program data and performance trends supports informed decision-making and long-term planning. Ultimately, the position ensures that Axon hardware operations consistently support the agency’s mission and operational goals.

Strategic Planning and Process Improvement:
The employee leads the development and implementation of initiatives that enhance the efficiency and effectiveness of the Office of Support Services and the Department of Public Safety. Regular data analysis and operational reviews are conducted to pinpoint areas in need of improvement across all support service functions. Based on these findings, the employee formulates and recommends process changes grounded in industry best practices and agency goals. Successful implementation requires close collaboration with stakeholders to ensure alignment and buy-in throughout the process. The employee continuously monitors outcomes, adjusting strategies as needed to maintain sustainable improvements. By championing a culture of innovation and adaptability, this role ensures the agency remains effective and responsive to evolving operational needs.

Data Analysis and Reporting: Data analysis and reporting are key functions of this position. The employee is responsible for gathering operational data from all Office of Support Services divisions, ensuring comprehensive and accurate data collection. This data is thoroughly reviewed and interpreted to identify trends, measure performance, and detect potential issues. The employee prepares executive-level reports and detailed briefings that support informed decision-making by agency leadership. Monitoring key performance indicators is conducted on a regular basis to evaluate progress toward strategic goals. The employee also ensures that all data used in reporting processes is accurate, complete, and maintained with the highest standards of integrity. Through these efforts, the role directly supports transparency, accountability, and continuous improvement within the agency.

Special Projects Leadership:
The employee takes the lead in coordinating and implementing special projects and new initiatives across all support services divisions. This involves working closely with cross-functional teams to plan, launch, and monitor projects, ensuring they align with agency objectives. The employee is responsible for managing project documentation, maintaining accurate records, and tracking progress against established milestones. Regular updates are provided to leadership to keep them informed of project status, challenges, and successes. The role ensures that all projects stay within scope, budget, and timeline while delivering the intended operational improvements. Through effective leadership and organization, this position helps drive innovation and advance strategic priorities within the agency.

Supervisor & Training Requirements:
Maintains required law enforcement training certifications through PowerDMS, ACADIS, and the South Carolina Enterprise Information System (SCEIS). Responsible for mentoring, managing and coaching of direct employees to include Employee Performance Management System (EPMS) evaluations.

Examples of duties

State Minimum Requirements: A bachelor's degree and experience supervising law enforcement personnel at a public law enforcement agency.

Agency Minimum Requirements: A bachelor’s degree, or an associate's degree and two (2) years, or a high school diploma and four (4) years of related work experience in project management, supply, logistics or reporting within a law enforcement agency. Must be at least 21 years of age, maintain Class I Law Enforcement Certifications and applicable DPS law enforcement certifications. Must possess a minimum of six (6) months of continuous service in the rank of SCDPS Sergeant or First Sergeant.

Additional Requirements: Strong skills in Microsoft Excel, law enforcement equipment and evidence handling, project management, and data analysis are required. Must have experience in law enforcement lifecycle management, process improvement, and preparing executive reports. Critical thinking, strong communication, resourceful problem solving, adaptability, and attention to detail are essential for success in this role.

Majority of work is performed in an office/warehouse environment to include the vehicle shop and fleet yard. Some physical labor is required not exceed lifting 50 pounds. The position is primarily office-based with occasional site visits, may require light physical activity, and could involve limited overnight travel for training, special projects, and conferences.

RESIDENCY – Selected applicant must comply with the residency guidelines outlined in SCDPS Policy #300.47 (Residency Requirements for Commissioned Law Enforcement Officers) within four (4) months of the effective date of the promotion/reassignment. Law enforcement personnel assigned to the OSS Fleet Shop shall establish a residence within Richland County or at a location that will allow them to respond to Richland County within 60 minutes. Troop/Region/Division/Unit Commanders are responsible for determining compliance with this policy and shall approve or deny requests to reside outside of the area of assignment.

The employee works under general guidance from the Captain of OSS Fleet & Logistics, receiving direction on overall objectives and priorities. Considerable independence and discretion are exercised in planning work, analyzing data, and making recommendations, with completed projects reviewed for alignment with departmental goals.
