Summary

Under limited supervision, administers and manages the Inventory Control and Records section. Provides statewide technical and professional services in asset and record management within the agency. Coordinates program changes, implementation and daily administrative activities in managing the agency’s capital and low value assets and equipment programs, the agency’s record management programs, and the storage of archived agency records.

Oversees and executes all daily administrative activities for the agency’s asset management program within the South Carolina Enterprise Information System (SCEIS). This will include but not be limited to procedures, reporting, receipts, adjustments (additions, deletions, retirements, and transfers), creation of asset shells, and the issuance of decals for the appropriate equipment and property. Issues property receipt forms for the appropriate assets.

Oversees, administers, and manages the agency’s records management program. This will include but not limited to, managing the agency’s record storage facility, providing training and assistance to the agency’s record liaisons, reviewing and approving all requests for record destruction, submitting reports and specific retention schedule requests to State Archives, scheduling the pickup of agency records from divisions and field offices that are being transferred for storage at the Department of Public Safety Record Center, managing record transfers to State Archives, and maintaining original retention schedules. Reviews adoption, revocation, and modification of retention schedules for approval.

Responsible for monthly reconciliation of assets. Reviews property transfer forms to verify assets and equipment are completed and entered into SCEIS, maintains the equipment inventory log spreadsheet, and posts assets utilizing the appropriate values, offsetting accounts, and funding.

Responsible for the coordination and execution of the agency’s annual statewide equipment inventory and reconciliation of all findings. Responsible for coordinating and executing audits of agency equipment as needed.

Completes the annual Capital Asset closing package in a timely manner.

Performs other duties as required by the supervisor.

  • Must have knowledge of the laws, regulations, policies, and procedures relevant to the program areas of employment.
  • Must have the ability to exercise sound judgement and discretion.
  • Must have the ability to interpret and apply laws, regulations, policies, and procedures.
  • Must have the ability to communicate orally and in writing.
  • Must be able to establish and maintain an effective working relationship with all divisions within the agency.
  • Must have a valid South Carolina driver’s license.
  • Must be able to work independently with minimal supervision.
  • Must be able to make independent decisions.
  • Must be able to set priorities and schedule accordingly.
  • Must be able to adjust with short notice.
  • Must be able to bend, stoop, and lift over 30 pounds.

Qualifications

A minimum of three years’ experience in maintaining capital assets and low value asset programs, experience in record management programs, and have knowledge of the SCEIS with working experience in the SCEIS Asset Management Module.

The work environment is primarily in an office environment but at times, employee will be subject to working outdoors and/or a warehouse environment.
