Description

Artheon is a trusted engineering and consulting firm offering services that rival large organizations while maintaining the personalized client relationships of a boutique firm. With expertise spanning civil/site engineering, environmental permitting, transportation infrastructure, construction management, and advanced surveying technologies, we are committed to delivering high-quality, timely solutions to local, state, and federal clients.

We are seeking a detail-oriented and organized Office Engineer to support construction management and infrastructure projects throughout New York City. The ideal candidate will have experience with construction documentation, project coordination, contract administration, and technical reporting, preferably on projects involving the New York City Department of Environmental Protection (NYCDEP), the NYC Department of Design and Construction (NYCDDC), or other public-sector agencies.

The Office Engineer will work closely with project managers, resident engineers, field inspectors, contractors, and agency representatives to ensure construction documentation is accurate, project records are maintained, and contract requirements are properly tracked throughout the project lifecycle.

Responsibilities

  • Maintain and organize project documentation, including construction drawings, specifications, RFIs, submittals, change orders, meeting minutes, correspondence, and inspection reports.
  • Review, track, and coordinate Requests for Information (RFIs), shop drawings, material submittals, and other contractor submissions to support timely review and resolution.
  • Assist with contract administration activities and monitor documentation for compliance with project requirements, specifications, and applicable agency procedures.
  • Prepare, review, and maintain daily and monthly project reports, progress summaries, logs, and other construction management documentation.
  • Coordinate with field inspectors and resident engineering staff to collect, review, and organize field reports, photographs, test results, and progress documentation.
  • Track construction progress, outstanding issues, deficiencies, and corrective actions to help ensure timely project delivery.
  • Assist with reviewing contractor payment applications, quantity calculations, and supporting documentation, as assigned.
  • Support the preparation and processing of change orders, time extension requests, claims documentation, and other contract modifications.
  • Participate in project meetings and prepare meeting minutes, action-item logs, and follow-up correspondence.
  • Communicate with contractors, subcontractors, consultants, and public agency representatives to facilitate the timely exchange of project information.
  • Ensure project files and records are maintained accurately and in accordance with established document control procedures.
  • Assist project management staff with schedule updates, cost tracking, quality documentation, and other project controls activities as needed.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or a related field preferred; equivalent relevant experience may be considered.
  • Engineer-in-Training (EIT) Certification is required; Professional Engineer (NY/NJ) License is preferred.
  • Approximately 3–7 years of experience in office engineering, construction management, civil engineering, or construction contract administration.
  • Familiarity with construction documents, technical specifications, engineering drawings, and construction project workflows.
  • Experience maintaining project logs, tracking submittals and RFIs, preparing reports, and coordinating construction documentation.
  • Strong written and verbal communication skills, with the ability to coordinate effectively with project teams and external stakeholders.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and Outlook.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities
