Job Description

MAG Aerospace is seeking a highly qualified Program Manager to oversee and direct the project team comprised of company employees, 1099 contractors, and subcontracted personnel and organizations. The PM will accomplish program objectives for development, production, and sustainment to meet the user’s operational needs. The candidate will also need to be able to ensure the acquisition program requirements and actions relating to Government/Contract property that are anticipated, addressed, and performed within and for their program overall project management and direction and implementing course corrections as needed. Duties shall focus on project monitoring, control, team integration, change integration, and corrective action as required.​

The Program Manager (PM) will provide leadership and management oversight for large-scale aviation systems and operations in an OCONUS environment. This role is responsible for day-to-day program support, including aircraft maintenance, logistics, training, safety, financial management, quality management, contract deliverables, and communication with U.S. Government stakeholders and multidisciplinary teams.

The United States Government (USG), through the INL Aviation Division, provides administrative, technical, maintenance, training, safety, and logistics/procurement support to the Colombian National Police’s (CNP) Aviation Unit (AVIPO), which operates throughout Colombia supporting counter-narcotics and law enforcement operations. The INL Aviation Division provides aviation management expertise and resources to CNP to strengthen law enforcement, support counternarcotics operations, and provide safe and efficient aviation support. The program currently supports a total of 34 UH-60s located in two fixed bases - Bogota/Guaymaral and Tulua - and in multiple mobile bases in Colombia on an as-needed basis. The total number of aircraft supported under this contract is subject to change. The CNP exercises operational control of the aviation assets supported by the INL Aviation Division.

Essential Duties and Responsibilities

Duties include, but not limited to:

• Perform management consisting of planning, contracts execution, evaluation of employees, selecting subcontractor(s) and managing subcontracts
• Conduct schedule management including task/activity definition and sequencing, resource estimating, task duration estimating schedule development, and schedule control activities
• Develop and execute project plans and conduct integrated change control activities
• Manage project scope to include project initiation, scope planning, scope definition and scope change control activities
• Conduct cost management to include resource planning, cost estimating, budgeting and cost control activities
• Support organizational planning, project team acquisition, and staff development activities

• Financial Management and Budgetary Oversight

  • Proven capability in lifecycle cost management, including establishing baseline budget requirements, performing variance analysis, and implementing financial controls to maintain alignment with program performance objectives and fiscal constraints.

• Strategic Communication and Quality Management

  • Demonstrated ability to translate complex technical, operational, and contractual data into clear, actionable information for Government stakeholders and multidisciplinary teams.
  • Documented experience leading the creation, review, and submission of high-quality contract deliverables while meeting accuracy standards, reporting requirements, and mission-critical deadlines.

Requirements

Minimum Requirements

Education

• Bachelor’s degree in an aviation-related field, including but not limited to Aeronautical Science, Aviation Management, or Engineering.

Language Proficiency

• English language ability equivalent to Foreign Service Institute Level R/4, S/4, if not a native speaker.

• Spanish language ability equivalent to Foreign Service Institute Level R/3, S/3.

Security and Citizenship

• Must be a U.S. citizen.

• Must possess a Moderate Risk Public Trust certification conducted by the Bureau of Diplomatic Security (DS/SI/PSS) prior to contract performance.

Professional Experience

• Minimum of twelve (12) years of progressive experience in organizational- or intermediate-level maintenance activity support management and/or logistics management involving large-scale aviation systems and operations.

• Minimum of three (3) years of experience in U.S. Government contracting in the aviation system program support field.

• Minimum of five (5) years of experience at the Program Manager or Deputy Program Manager level.

• Minimum of six (6) years of management oversight of aircraft maintenance operations, including day-to-day program support such as maintenance and logistics support, training, and safety, with demonstrated results.

• Minimum of seven (7) years of experience as a Maintenance Officer or civilian equivalent responsible for aviation maintenance and logistics support in a large aviation organization.

• Demonstrated experience supervising aviation logistics support requirements.

• Minimum of ten (10) years of Aviation Management experience involving rotary- and fixed-wing aircraft.

Preferred Experience

• Extensive experience with rotary-wing aircraft.
• Experience managing maintenance programs that include UH-60 aircraft.

Salary at MAG Aerospace is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $80500 to $149500 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of MAG's total compensation package for employees.
