Job Description

This person will be supporting Government PM in OCO Portfolio

What You'll Be Doing:

  • Review contract financials, burn rates on contracts, review invoices, track spend plan and MIPRS
  • Advise and track contract-related activities, ensuring compliance with government requirements.
  • Assist in the acquisition and administration of USCC tools and capabilities.
  • Ensure organizational investments are cost-effective, secure, and compliant with GOV standards
  • Collaborate with stakeholders to analyze, validate, and document requirements.
  • Conduct financial analysis and provide recommendations to support acquisition strategies.
  • Identify and resolve complex Acquisition related issues with creativity and resourcefulness.
  • Develop and initiate Statements of Work (SOW) and Performance Work Statements (PWS) to support contract requirements and ensure comprehensive documentation.
  • Integrate into USCC requirements management processes, including designation, analysis, validation, and alignment with project objectives.
  • Conduct thorough reviews of white papers and acquisition documents to ensure accuracy, compliance, and strategic alignment.
  • Actively participate in Quarterly Program Increment (PI) events and contract In-Progress Reviews (IPRs) to drive collaboration and project success.
  • Provide support to the Contracting Officer Representative (COR) by assisting with Program Management Reviews (PMRs) and track milestones to ensure timely delivery and adherence to project timelines.
  • Offer expert guidance on requirements and provide technical evaluations of vendor proposals. Monitor and track acquisition schedules

What Required Skills You'll Bring:

  • Bachelor's degree and 12+ years of experience. Additional years of experience may be considered in lieu of a degree.
  • Active TS/SCI w/ Polygraph security clearance required.
  • Technical Literacy: Understanding of USCC software ecosystems, JCWA infrastructure, and USCC PIE tools and deployments.
  • Demonstrated experience managing contracts in roles such as:
  • Government Contracting Officer Representative (COR)
  • Government Contracts Specialist
  • Government Program Manager (PM)
  • Contracts Program Manager (PM)
  • Contracts Deputy Program Manager (DPM)
  • Contracts Task Order Lead
  • Negotiation & Sourcing: Expertise in bargaining and strategic sourcing to drive down costs.
  • Legal & Regulatory Knowledge: Experience with contract law, licensing agreements, and industry-specific regulations.
  • Financial Acumen: Ability to perform cost-benefit analyses, budget forecasting, and ROI measurements.
  • Communication: Capacity to translate complex technical subjects into clear terms for non-technical leadership

Technical Skills:

  • Experience with the Federal Software Acquisition Pathway (SWP) and DFARS contract regulations
  • Ability to analyze and validate requirements, including requirements writing and acquisition-related tasks.
  • Proficiency in validating white paper requirements and conducting financial analysis related to requirements.
  • Strong understanding of Performance Work Statements (PWS) and Statements of Work (SOW).
