Scope of Work:

Capio Group is looking for an experienced OCM/Training Lead to work as part of the team supporting a large-scale information technology modernization initiative to replace an approximately 30-year-old legacy system. The existing solution uses a PowerBuilder application with an Oracle database and supports the appointment and regulation of notaries public as well as the processing of Apostilles. The new solution will be a modern, cloud-based platform designed to digitize and streamline these services while supporting secure online capabilities, external integrations, Remote Online Notarization requirements, and future statutory and operational changes. The project encompasses the planning, architecture, design, development/configuration, testing, integration, data migration, implementation, training, stabilization, maintenance, and operational support of the system. The complete solution will include user interfaces, data models and databases, secure integration mechanisms and APIs, re-engineered business processes, system documentation, training materials, and ongoing support mechanisms. Project activities will involve supporting a hybrid Agile implementation delivered through multiple Program Increments, working collaboratively with client business and technical stakeholders, external partners, and other project participants.

The OCM/Training Lead will be responsible for tasks including but not limited to:

  • Identifying and proactively bringing forward issue resolution.
  • Guiding and working with the client consultants on adoption of new business processes, the Solution, and the Solution technologies.
  • Creating and delivering strategies, plans, and processes to help users maximize the adoption of the Solution.
  • Providing documentation and other OCM/Training artifacts for the Solution to ensure that the client Users are successfully prepared to use and support the Solution.
  • Performing end user training, technical staff training, and additional train-the-trainer activities for the client trainers.
  • Assisting with the development of policies, standards, and guidelines that support the development, implementation, and use of the Solution.
  • Overseeing and ensuring that the recording of key information such as system operations is reflected and documented accurately in the appropriate Deliverables documentation (formal and informal).
  • Developing all Solution online training materials and online documentation.
  • Planning, facilitating and administering the Solution training activities.
  • Developing methods to be used for obtaining evaluation, measurement, and feedback on training effectiveness.
  • Identifying and proactively suggesting issue resolution options.

Mandatory Experience:

  1. Within the last ten (10) years, must have at least three (3) years of experience as the OCM/
  2. Training Lead or similar lead role/title on one or more ***Qualifying Software Solution implementation projects.
  3. ***A Qualifying Software Solution must meet all of the following attributes:
  4. • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations;
  5. • A solution that can accommodate at least twenty (20) internal end users;
  6. • A solution that provides a public website with at least one hundred thousand (100,000) external user logins;
  7. • A solution that manages highly confidential data and Personal Identifying Information; and
  8. • A solution that provides a secure data exchange interface with external system(s).
  9. Within the last ten (10) years, must have at least three (3) years of experience in assessing stakeholder expectations, and designing, facilitating, and delivering stakeholder communication.
  10. Within the last ten (10) years, must have at least three (3) years of experience providing training, development of training materials, and related functional documentation on projects involving multiple internal and external stakeholder groups.
  11. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.

Desirable Experience:

  1. Within the last ten (10) years, must have at least three (3) years of experience on a project involving business process improvement, performing as-is/to-be analysis and developing change strategies.
  2. Within the last ten (10) years, must have at least three (3) years of experience developing and delivering organizational change readiness surveys and quantitative data to measure progress towards change readiness.
  3. Possession of at least one currently active globally recognized certification such as
  4. PROSCI, ACMP, or Kotter. A copy of the certification must be provided upon request. Certification is required and cannot be substituted with an experience.
