This is a professional position performing highly responsible technical, administrative, and operational analysis functions. The incumbent in this position will be expected to function independently and with minimal supervision to perform complex tasks. The position provides assistance to Department Management and Program Office Staff on purchasing and contract issues to ensure compliance with statutes, rules, and Department policies by creating, administering, and maintaining trainings. These trainings may be in-person, virtual, or prerecorded and may involve the creation and development of associated policy, procedures, manuals, guidelines, and job aids. Preference will be provided to those candidates who have experience using platforms such as Canva and Articulate.

Duties and Responsibilities
  • Participates in the formulation, coordination, and establishment of policies and procedures necessary to implement established contracting objectives.
  • Assists in the timely preparation, revision, and maintenance of Department contract policy documents including but not limited to the Department Contracting Manual, Purchasing Policy, documents, forms, and templates.
  • Provides guidance and assistance to Department Staff on purchasing and contracting operational and policy issues and assists in the research and development of solutions.
  • Participates in the planning, development, and presentation of training courses on Department Purchasing and Contracting Process for Headquarters and Regional staff. Consults with staff members to develop solutions for programmatic operational problems.
  • Assists in the development of contract document policies and procedures by recommending revisions that will enhance Department operations.
  • Consults regularly with supervisors and management to coordinate the implementation of solutions to recognized problems.

Knowledge, Skills, and Abilities

  • Knowledge of data collection, evaluation, and analysis to solve problems and develop recommendations for improvement of procurement and contracting processes.
  • Skill in writing, preparing, reviewing, and editing operational procedures, reports, and contract forms.
  • Skill in assisting personnel and units in researching contract document related issues, including, federal financial participation, audit requirements, budget, budget narratives, and performance measures.
  • Skills in communicating best practice solutions through the development of training materials or direct written or verbal communication to personnel.
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to process enhancement.
  • Ability to organize data into logical format for presentation in reports, documents and other written material.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Excellent communication and interpersonal skills; ability to communicate clearly and effectively.
  • Strong organizational, planning, and time management skills.
  • Commitment to professionalism, teamwork, and superior customer service.
Minimum Qualifications
  • Bachelor’s degree or equivalent years of experience.
  • At least 3 years of professional experience in procurement, purchasing or contract management, or a related field.
  • Experience developing or delivering presentations, facilitating trainings, or providing instruction to larger groups of staff, stakeholders, or vendors.

Preferred Qualifications

  • Experience working with executive-level stakeholders and vendors.
  • Professional certifications such as Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), or Project Management Professional (PMP).

  • Occasional travel may be required.
