Nursing Services Program Manager (Primary Care)

Location/Schedule: This position is based at the Garlington Health Center, but works across three health centers in the Portland, OR, metro area. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m.

The Nursing Services Program Manager is responsible for leading the delivery of integrated primary and behavioral health services. This role oversees program operations, ensures high quality clinical care, and supports the development and expansion of integrated care models.

Essential Duties

Clinical and Operational Leadership:

  • Provide leadership and oversight to nursing staff, Medical Assistants, Certified Nursing Assistants, and care coordination teams to provide high-quality nursing care in accordance with industry standards and best practices.
  • Ensure high-quality care delivery aligned with clinical standards and best practices.
  • Provide direct patient care as needed to ensure adequate coverage.
  • Responsible for scheduling adequate nursing and medication room coordinator coverage for each site.
  • Manage daily operations, including staffing and medication room coverage.

Program Management & Continuous Improvement:

  • Oversee program performance, workflows, and service delivery effectiveness.
  • Support quality assurance, reporting, and administrative systems improvement.
  • Integrate evidence-based practices including trauma-informed care, harm reduction, and motivational interviewing.
  • Collaborate with leadership on program development and expansion.
  • Apply Feedback Informed Treatment (FIT) practices as part of service delivery team and in alignment with Cascadia and program’s current level of FIT implementation.

Staff Supervision & Development:

  • Provide regular supervision, coaching, and annual training oversight for direct reports.
  • Lead hiring, onboarding, and training activities.
  • Establish work plans, priorities, and performance expectations.
  • Promote ongoing professional development and training compliance.
  • In coordination with leadership determine staffing requirements, recruit, hire, and train staff in a manner that supports Cascadia’s mission and maintains strategic growth.
  • Demonstrate commitment to continuing professional development.

Compliance & Risk Management:

  • Comply with laws, regulations, policies, and procedures under which the program and company operate.
  • Assist in crisis situations as appropriate; follow protocols and procedures in coordination with the treatment team.
  • Respect and honor client rights and responsibilities and demonstrate professional boundaries and ethics.
  • Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations, and billing requirements.
  • Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with
  • program policies and procedures.
  • Complete assigned employee training in compliance with program and company requirements.
  • Adheres to all facility-based medication protocols.
  • Provide guidance, support, and training to other staff in alignment with company mission and values.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.
  • Perform other duties as assigned.

Qualifications

Education/Credentials:

Required

  • Bachelor of Science in Nursing
  • An active, unencumbered Oregon Registered Nurse License and CPR/First Aid Certification.

Experience:

Preferred

  • A minimum of two years of clinical experience providing outpatient services is preferred, and one year of leadership or management experience.

Specialized Knowledge, Skills and Abilities:

  • Proficient in Electronic Medical Record software.
  • Knowledge of medical conditions, medications, and the contexts of care for individuals with complex behavioral health needs.
  • Strong communication, leadership, and problem-solving skills.
  • Understanding of evidence-based practices, and strength-based case management philosophies and strategies including trauma informed care.
  • Ability to facilitate appropriate and relevant training to staff.
  • Operate computer hardware and software at a level needed to effectively perform job functions.
  • Demonstrated ability to work collaboratively and independently.

Other:

  • Possess a valid driver’s license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
  • The Nursing Services Program Manager must have the ability to work a flexible work schedule and be available for phone support to team members during operating hours.
  • Must have the ability to perform CPR and properly use AED equipment. BLS certification training will be provided within the first 60 days of hire for client-facing staff, and CPR certification training will be provided within 120 days for all other staff. Certification must remain current.

Working Conditions

This role is centered on direct care for IWS and community engagement, it is designed for in-person work and does not include hybrid or remote work options.

Work is performed in the community, in clinic environments, and participants’ home. There is regular exposure to the elements and moderate physical and environmental demands associated with this position. The work involves addressing new and unusual circumstances, requiring flexibility in time management and exercising sound judgement.
