Key Responsibilities

Do you have excellent program management experience and quality improvement or audit experience? The Office of Reimbursement, Coordinated Care and Audit is seeking a candidate with program management and quality assurance to join their team as a Health Program Manager II.

The Health Program Manager develops, manages, and coordinates the existing long term care quality incentive programs, moratorium and bed transfer issues, contractual compliance, and the Upper Payment Limit quality improvement program for nursing facilities. The manager is responsible for reviewing, maintaining and updating the Utah State Plan, and Utah Administrative Rules for assigned programs; plans and allocates resources to ensure Department’s policies and state/federal statues are fully compliant and consistent; provides expert consultation services to public and private health care providers; manages assigned programs as directed and collaborates with other state and county agencies, programs, providers and community-based organizations.

Supplemental Information

  • Preference may be given to those with a Bachelor's degree (or higher) or extensive long-term care clinical experience.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time, and for any reason.
  • Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to Utah within 30 days of their start date.
  • An offer of employment will be contingent on the applicant successfully passing a DHHS background check.


Day-to-day responsibilities of this position:

  • Plans and manages assigned programs. Writes and reviews program plans, and rules.
  • Sets goals, establishes priorities, manages resources, develops concepts and approaches, reviews projects progress and results; makes management decisions.
  • Develops and coordinates policies, resources and mission as well as goals, visions and expectations of programs.
  • Ensures compliance with applicable federal and/or state laws, regulations and/or agency rules, standards and guidelines, etc.
  • Coordinates and assigns projects; provides assistance in resolving problems; approves system changes and establishes project priorities.
  • Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions.
  • Develops and implements procedures and programs in response to agency policy, state and federal laws, etc.
  • Represents the agency with federal, state and local government units, in the media or with private organizations.
  • Provides presentations and training to the industry regarding programs, policies, rules, and state plans.
  • Ensures compliance with contractual obligations and follow-up with other parties to ensure compliance.
  • Medicaid knowledge.
  • Experience with the nursing home industry quality of care standards.

Qualifications

  • must have strong and well-developed technical writing skills
  • strong interpersonal, communication, and presentation skills
