The Loudoun County Youth Services Department is currently seeking qualified and committed candidates for the Youth Services Nurse Practitioner position, serving the Youth Detention Center and RISE Youth Shelter located in Leesburg, Virginia. This position plays a vital role in ensuring the safety, security, and well-being of youth placed in our residential programs.

Loudoun County is one of the fastest-growing counties in the nation, celebrated for its exceptional quality of life, vibrant communities, and robust economy. Located just 40 miles west of Washington, D.C., Loudoun offers a unique mix of cultural, recreational, and educational experiences, making it an ideal place to live and work. We aim to provide a physically and emotionally safe and secure environment for youth placed in our care temporarily by the court.

Examples of duties

The Nurse Practitioner practices with autonomy and independence within the scope of their APRN license and authorization for autonomous practice and under limited administrative direction from the designated supervisor to provide direct diagnostic, preventive, and treatment services to the residential program of the Youth Services Department, to include directly performing or overseeing staff conducting medical screenings/examinations, ordering/reviewing diagnostic tests, prescribing controlled substances, treatment and management of chronic illnesses, and creating a plan of care which may include referrals to specialists. An incumbent must be able to implement crisis prevention techniques including behavioral de-escalation, perform CPR, and administer first aid. This position provides clinical and administrative supervision and oversees the work of nurses and support staff. The ideal candidate will have experience in providing medical and nursing services and coordination of psychiatric and behavioral health care to youth ages 11 to 17, preferably in a residential or youth justice system setting.

The Youth Detention Center (YDC) and RISE Youth Shelter are residential programs within the Youth Services Department (YSD), located at the Youth Services Center in Leesburg, VA. The YDC is a 20-bed secure residential facility for male and female youth ages 11-17. Youth are detained by the Court for secure placement pending court disposition or placed as part of sentencing. The Shelter program is a 16-bed non-secure short-term residential placement for court-ordered youth in collaboration between the courts, the Virginia Department of Juvenile Justice’s 20th District Court Unit, and the County, which operates the shelter.

Virginia regulations require the YDC facility administrator to designate a health authority responsible for organizing, planning, and monitoring the timely provision of appropriate health care services, including arrangements for all levels of care and ensuring the quality and accessibility of health services consistent with applicable statutes and regulations, prevailing community standards, and medical ethics. In accordance with Virginia Department of Juvenile Justice regulations governing secure detention centers and juvenile group homes, YSD is seeking a nurse practitioner to serve as the designated health authority to provide clinical leadership and oversight for health care services across both Residential Services programs. The County employs two full-time nurses, as well as several staff who are Medication Aide Certified. The Youth Services Center includes dedicated medical office space.
