What is the purpose of this job?

Work with key rail industry stakeholders through the Network Performance Board to deliver key initiatives and drive up the punctuality and reliability of train services through management of the Tactical Operations pillar of the Performance Restoration Framework.

What can I expect to do in this job?

· Lead the planning, delivery and reporting of workstreams within the Tactical Operations pillar in line with the Rail Delivery Group Project Delivery Framework.

· Act as the principal lead reporting progress to the Tactical Ops Steering Group and the Performance Restoration Framework Programme Director. Lead a working group to deliver key initiatives, track progress and engage with cross industry stakeholders.

· Identify, capture, and share good Tactical Operations practice and ensure they are considered for inclusion within Joint Performance Strategies.

· Maintain the Tactical Ops Knowledge Base and develop a guidance note for industry to outline a range of good practice to improve performance outcomes and contribute to the Secretary of State’s ambition for 90% T-3 and less than 2% Cancellations.

· Work closely with the NPB Network Performance Programme Manager and ensure that the key messages from Tactical Operations are being cascaded throughout the rail network to deliver a common understanding and lead on senior level reporting of workstream activity.

· Engage in key meetings and develop industry partnerships including but not limited to Performance and Planning Forum to support the delivery of the workstream.

· Develop and maintain strong working relationships with key industry stakeholders involved in performance management and improvement, including heads of performance and Network Rail equivalents.

· Provide the NPB team with inputs from key meetings to document progress as required through NPB.

Who will my key contacts be?

The post holder will need to work closely with RDG and DfTO staff across all directorates. In addition, engagement will be required with a wide range of organisations, often at senior level across the rail sector including:

· Network Rail System Operator

· Network Rail Routes and Regions

· Passenger and Freight operators

· Governments

· ORR

· Rail Safety and Standards Board

Requirements

What experience, skills and knowledge do I need?

· Experience of workstream delivery and management in a fast-paced environment.

· Experience of managing change and supporting operators and Network Rail with implementation approaches.

· Subject matter expertise in the area of rail performance and current industry challenges as well as knowledge of Network Performance Board and the Performance Restoration Framework.

· The ability to demonstrate a high level of initiative and to work closely with other members of the immediate team as well collaborating across RDG and the wider industry.

· The willingness to challenge existing industry thinking and the ability to influence senior stakeholders’ views to arrive at an agreed position.

· An understanding of train service planning and delivery including an in-depth understanding of how train services are planned and developed and the respective roles of industry stakeholders.

· An understanding of how the railway is regulated and funded and the incentive frameworks that apply

· Excellent communication skills both verbal and written

· Effective at partnering with others to plan, develop and deliver effective change interventions
