Non-Executive Director (Clinical) to join our Board.

About the Opportunity

The Non-Executive Director (Clinical) provides
independent clinical governance oversight, strategic guidance, and constructive
challenge to the Board and Management team to support the delivery of safe,
high-quality, person-centred care. The role contributes clinical expertise to
Board deliberations and assists the Board in fulfilling its governance
responsibilities relating to clinical quality, safety, risk, and workforce
capability, regulatory compliance, and sustainability.

Key Responsibilities

Clinical Governance & Quality

  • Provide independent oversight and constructive challenge regarding the effectiveness of Harwell’s clinical governance framework
  • Monitor Board-level clinical quality, safety, and risk indicators, including trends and emerging issues
  • Seek assurance that appropriate systems exist for incident management, open disclosure, complaints management, clinical audit, and continuous improvement
  • Support the Board in promoting a culture of safety, accountability, and continuous improvement
  • Promote consideration of consumer experience, dignity, and person-centred care within Board decision-making
  • Understanding of community and home environment care risks

Regulatory & Professional Oversight

  • Provide strategic oversight regarding compliance with relevant healthcare
    legislation, professional obligations, accreditation standards, and funding
    requirements including:
    • AHPRA requirements
    • Aged Care Quality Standards and Support at Home reforms
    • DVA and government funding compliance requirements
  • Oversight of appropriate credentialing, scope of practice, and supervision arrangements
  • Support Board oversight and guidance on managing clinical risk and professional conduct matters
  • Provide appropriate professional expertise in relation to clinical governance and industry practice standards.

Workforce & Capability Oversight

  • Provide governance advice and insights on:

o Clinical workforce capability and sustainability

o Models of care and skill mix

o Training, supervision, and professional development frameworks

  • Provide clinical insight into workforce planning and service expansion decisions
  • Provide financial insight to support workforce and capability oversight

Strategic &
Risk Input

  • Contribute to Board discussions on:
  • Strategic direction and growth
  • New services, markets, or funding models
  • Clinical implications of digital, operational, or financial decisions
  • Identify emerging clinical risks and sector trends
  • Support the Board in obtaining assurance that material clinical and service delivery risks are appropriately identified, monitored, and managed
  • Support effective governance arrangements for consumer feedback and engagement

Board & Committee Participation

  • Attend and actively contribute to scheduled Board meetings
  • Participate in Board sub-committees (e.g. Clinical Governance, Risk, Quality & Safety) as required

Support at Home
(S@H) & Government Funding Experience

  • Contribute strategic oversight regarding sustainability and funding reforms
  • Oversight financial modelling, pricing, and margin analysis aligned to S@H funding structures, service categories, and regulatory requirements.
  • Ensure financial controls, reporting, and data insights support S@H compliance, audit readiness, and funding assurance.
  • Partner with the Executive, Clinical, Operations, and People teams to assess workforce, service delivery, and cost impacts associated with S@H reforms.
  • Support strategic decision-making related to service mix, growth, and sustainability under S@H, DVA Care and other government-funded care models.

About You

Essential Experience & Capabilities

  • Current or former registered health professional (e.g. RN, allied health, medical practitioner). APHRA registration is highly regarded, and relevant non-clinical industry experience is also considered.
  • Strong understanding of clinical governance in complex care environments
  • Experience in aged care, community care, disability, or healthcare systems
  • Knowledge of regulatory and accreditation frameworks
  • Ability to operate at the Board and strategic level
  • High standards of integrity, independence, and professional judgement

Highly Regarded

  • Senior clinical leadership experience within community, aged care, home care, disability, or healthcare services
  • Strong understanding of Australian clinical governance frameworks and regulatory environments
  • Experience operating at the Board, executive, or advisory level
  • Understanding of mobile workforce and distributed service delivery risks
  • Knowledge of Support at Home reforms and government-funded care environments, such as DVA
  • Experience in organisations undergoing growth or transformation
  • AICD Member
