Job Description

New Client Onboarding Manager – Payroll Services

Band E (£42,730 - £45,000)
Location: Swindon, Newport or Stockton-on-Tees (Hybrid Working)

It’s an exciting time to join UKSBS as we transform our business to be the leading UK public sector business service provider. We aim to become a very different organisation over the next few years as we move to a modern multi-platform, digitally enabled organisation.

As part of this transformation, our Payroll Services team is evolving rapidly embracing new technology, strengthening professional standards and creating a streamlined, future-ready service. We operate in a high-volume, fast-paced environment where no two days are the same, offering the opportunity to make a visible impact while developing deep expertise.

This role sits at the heart of that journey. As New Client Onboarding Manager, you'll coordinate and lead onboarding activity for new and existing clients, ensuring the payroll service is ready, equipped and aligned to deliver a high-quality, compliant and efficient service. You will work closely with operational teams, Subject Matter Experts and project partners to translate client needs into clear, actionable delivery requirements.

What you’ll be doing

  • Leading the end-to-end onboarding process for new Payroll clients, ensuring service readiness and smooth transition into BAU.
  • Acting as the key liaison between project teams, service delivery and clients—ensuring all parties remain informed and aligned.
  • Gathering, defining and documenting client requirements, ensuring they are accurately reflected in project outputs.
  • Identifying process inefficiencies and recommending improvements, automation opportunities and best practice.
  • Developing business cases and service documentation to support onboarding and service change.
  • Coordinating activity across cross-functional teams, providing direction and maintaining oversight of milestone delivery.
  • Supporting change initiatives linked to the wider UKSBS transformation programme, including system transitions.
  • Partnering with managers and SMEs to build operational readiness, ensuring teams are fully prepared for go-live.
  • Championing continuous improvement across Payroll Services.

What you’ll bring

  • Strong knowledge of HR and/or payroll operations within a shared service or multi-organisation environment.
  • Proven experience leading complex onboarding, implementation or service change activity.
  • Excellent stakeholder engagement and communication skills, with the ability to influence across teams.
  • Analytical and solutions-focused mindset, using insight and data to drive decisions.
  • Experience mapping processes and identifying opportunities for automation and standardisation.
  • Confidence translating technical information into clear, structured documentation and updates.
  • A collaborative, inclusive approach—able to lead through influence rather than authority.
  • Adaptability, resilience and composure in fast-paced, evolving environments.
  • A strong customer focus and commitment to service excellence.
