ASRC Federal is seeking a Networking and Integration SME Lead to support a government contract located in Ashburn, VA.

Work location: Onsite (Ashburn, VA)
Clearance: Public Trust (successful completion of government background investigation)

The Networking and Integration Lead will play a pivotal role in the U.S. Customs and Border Protection (CBP) Operational Technology Support Services (OTSS) project, providing expert guidance and strategic oversight for all technical initiatives. The ideal candidate will possess a robust technical background coupled with strong management skills, having a proven track record in leading complex technology projects within government or enterprise environments. This individual will be responsible for the technical leadership of the OTSS project, including planning, execution, monitoring, and reporting on project status. The Networking and Integration Lead will ensure that all technical deliverables align with CBP’s mission and objectives while promoting best practices in cybersecurity and operational technology management.

Responsibilities:
• Oversee and guide the technical aspects of the U.S. Customs and Border Protection (CBP) Operational Technology Support Services (OTSS) project.
• Encompasses leading a team of technical professionals, managing project deliverables, and ensuring compliance with CBP guidelines.
• Liaise with stakeholders to understand project requirements, drive strategic direction, and implement effective solutions to enhance operational efficiencies.
• Possess an understanding of Unattended Ground Sensors (UGS), Consolidated Tower Surveillance Equipment (CTSE), and the Tethered Aerostat Radar System (TARS), to effectively oversee operations and maintenance activities.
• Encompass the technical specifications, operational functionalities, and integration capabilities of each system, ensuring that the lead can manage project requirements, transition processes, and cybersecurity measures effectively.
• Be adept in troubleshooting sensor and networking issues, implementing security monitoring, and contributing to the continuous improvement of the systems considering emerging technologies.
• Familiarity with relevant compliance standards and practices, such as those outlined by DHS and CBP, along with a strong grasp of project management methodologies, will be crucial for coordinating efforts across multiple stakeholders and ensuring the seamless deployment and support of these operational technologies.
• Demonstrated knowledge of network mapping and segmentation: understanding the physical and digital locations of all devices and segmenting the network
• Regularly apply patches to address known vulnerabilities
Qualifications:
• Master’s degree in Information Technology, Cybersecurity, or a related field; additional years of experience will be accepted in lieu of a degree.
• Minimum of 10 years of experience preferably in technology project management.
• Comprehensive understanding of operational technologies, cybersecurity principles, and IT regulations affecting federal agencies.
• Demonstrated ability to manage multiple projects simultaneously with a focus on quality and timelines.
• Proficiency with OT-specific protocols, like BACnet, and their unique device discovery mechanisms (e.g., WHO-IS/I-AM).
• Experience implementing secure communication protocols and encryption to protect data transmitted between OT and IT systems.
• Experience with conducting risk assessments for the convergence points of IT and OT for vulnerabilities
• Must successfully complete a government background investigation.
Certifications preferred:

• Cisco Certified Network Professional (CCNP) or Cisco Certified Architect Professional (CCNA)
• Professional Cloud Solutions Architect Certification or Certification in Multi-Cloud (AWS, GCP, OCI, Azure)
