Duties and Responsibilities (* denotes essential functions):
- *Performs complex professional network administration work which impact campus and system-wide networks.
- *Supports complex data, voice and video network projects for the Manoa and University's wide-area network.
- *Facilitate discussions with technical and non-technical University personnel to determine their network requirements. Projects at this level impact security and/or network routing for entire departments, buildings, campus or UH wide-area networks.
- *Collaborates with IT engineers to develop network proposal to meet customer's needs.
- *Researches a wide variety of network issues & makes recommendations on the various options available to achieve project requirements.
- *Develops scope of project. Projects at this level impact security/network routing for dept., buildings, campus, and system-wide networks.
- *Develops project schedule and identifies resources and cost associated with project.
- *Tracks and coordinates project tasks to ensure that milestones are met.
- *Designs network for system-wide, campus-wide, and local area network levels.
- *Executes plan by configuring and installing network equipment and cabling for system-wide, campus-wide, and local area network levels, including configuration of VLANS and OSPF routing.
- *Creates, organizes, and maintains network modifications (change management).
- *Creates, organizes, and maintains network equipment information including network designs, maintenance contracts, IOS versions, configuration files, etc
- *Performs in-depth analysis of the information provided by monitoring tools, trouble ticket history, and applications to identify root cause of problem.
- *Collaborates with both systems and network specialists, as well as third party providers for swift problem resolution.
- *Analyze symptoms and determine probable cause of network problems that's been referred by the IT Operations technician.
- *Based on analysis, decides on corrective action to take to resolve problem. Correction action includes replacement of hardware, reconfiguration and/or installation of software, and/or recabling of the network connection.
- *Coordinate problem isolation and repair with IT peers in other departments, other campus system and network administrators, and outside vendors, such as technical personnel from service providers, or network equipment manufacturers.
- *Performs preventive maintenance network analysis.
- Conducts analysis of the Manoa campus network, the wide area network, and key network systems and makes recommendations on potential networking issues or problems to improve network performance and reliability.
- *Evaluates network failures, their determination, recovery, subsequent analysis and network outage avoidance.
- Updates the trouble ticket knowledge base to include documentation of network outage resolution for future reference.
- *Supervise and train student technicians engaged in the activation of data networks and/or trouble isolation.
- *Follows and implements directives and guidance related to best practices from University of Hawai'i System Information Technology Services.
- *Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawai'i System Information Technology Service.
- *Keeps abreast of recommendations issued through University of Hawai'i System Information Technology Service, and takes timely action as needed.
- *Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.
- Coordinates notification of planned and unplanned network outages and network status submitting change management requests, updating the network status page and coordinating with key contacts.
- *Establishes, formulates & executes procedures & guidelines for performing analysis, diagnosis, installation, troubleshooting, repairing, & support of the network & its various components. Performs an advisory function dependent on level of policy.
- Keeps abreast of latest developments and techniques and updates technical skills by attending seminars, classes and industry conferences. Investigates techniques and strategies utilized by other installations, especially higher education institutions, by participating in various professional organizations.
- Regularly monitors relevant forums where job related issues are announced and discussed to stay informed of related problems and issues. Also passes on technical comments and suggestions that may be beneficial to colleagues.
- Ensures all customers, vendors, and ITS Staff are well informed of scheduled and unscheduled events that could potentially affect services.

Minimum Qualifications
- Possession of a pertinent baccalaureate educational degree in Computer Science, Electrical Engineering or related field and 3 years of progressively responsible professional information technology experience with responsibilities for networking of which 2 years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of TCP/IP IPv4 and IPv6 network protocols, network standards, and network equipment configuration as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
- Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with TCP/IP networks including EIA/TIA design and wiring standards.
- Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
- Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance.
- Able to work a variable work schedule, including rotating shifts, and outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed or required.
- Knowledge of OSPF and BGP internetworking routing protocols.
Desirable Qualifications
- Knowledge of optical networking, including DWDM and coherent technologies
- Knowledge of University of Hawaii network topology, wiring configuration and standards
- Knowledge of Aruba Networks wireless system
