Parsons is looking for an amazingly talented Network Communications Specialist – ITS & Traffic Systems to join our team! In this role, you will plan, design, and optimize the communications networks that connect central traffic systems with field devices that underpin a significant transportation program in Saudi Arabia.

You will support both the network master planning level—defining how backbone, distribution, and access networks should evolve—and the day-to-day operational level, improving the reliability and performance of communications to signals, detectors, CCTV, VMS, ramp meters, tunnel systems, and other ITS devices. You will help ensure that the communications infrastructure is robust, secure, scalable, and aligned with agency standards and future needs.

What You’ll Be Doing:

  • Develop and maintain an overall communications network master plan for traffic and ITS systems, including backbone, regional rings, POPs, and cabinet-level connectivity.
  • Document the existing (“as-is”) communications network, including logical and physical diagrams, equipment inventories, and connectivity maps for key corridors and critical sites.
  • Define communications requirements for core systems and field devices (bandwidth, latency, redundancy, security, QoS) and translate them into practical network designs.
  • Design and refine IP addressing schemes, VLAN structures, routing strategies, redundancy mechanisms, and traffic prioritization for ITS applications and TCC operations.
  • Evaluate and recommend access technologies (fiber, microwave, leased lines, cellular/LTE/5G, Wi-Fi, etc.) for new and upgraded connections to ITS field equipment.
  • Analyze network performance and reliability metrics (availability, latency, packet loss, utilization) and propose targeted improvements to enhance uptime and resilience.
  • Support troubleshooting of communications issues affecting field devices, working with TCC operations, field technicians, vendors, and the client’s ICT/cybersecurity teams.
  • Contribute to the development of network standards, guidelines, and SOPs covering design practices, security zoning, monitoring, maintenance, and incident response.
  • Provide technical input to procurement specifications and reviews for network equipment, services, and communications-related works.
  • Support testing and commissioning of new links and devices, including verification of connectivity, configuration, and performance against requirements.
  • Prepare clear, well-structured technical materials such as network design reports, diagrams, as-built documentation, and presentations for internal and client use.
  • Participate in workshops and coordination meetings with the client, systems architects, ITS specialists, and other stakeholders to align network solutions with program goals.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Computer Engineering, Network Engineering, or a closely related field.
  • Minimum 7 years of practical experience in the design, implementation, and operation of IP-based communications networks for ITS, transportation, SCADA, industrial control, or other critical infrastructure environments.
  • Strong knowledge of routing and switching concepts (L2/L3), including VLANs, routing protocols, redundancy mechanisms, QoS, and traffic engineering.
  • Experience connecting and supporting field-based devices such as traffic signal controllers, detectors, CCTV cameras, VMS/DMS, ramp meters, PLCs, and tunnel systems.
  • Demonstrated ability to develop and interpret network diagrams, rack elevations, fiber routes, and cabinet wiring schemes.
  • Experience with network monitoring and management tools (e.g., SNMP-based NMS, syslog, NetFlow, performance dashboards) for proactive fault and performance management.
  • Proven capability to troubleshoot complex communications issues methodically and to coordinate effectively with multi-disciplinary technical and field teams.
  • Strong written and verbal communication skills in English, with the ability to produce clear technical documentation and explain network issues to non-network specialists.
  • Ability to work effectively in multi-disciplinary, multi-cultural project teams and to manage priorities across multiple architecture and integration workstreams.

What Desired Skills You’ll Bring:

  • Experience working with large metropolitan or national transportation agencies or traffic management centers on ITS or traffic communications networks.
  • Familiarity with security concepts and practices for operational/ICS networks, and experience coordinating with cybersecurity teams on zoning, firewalls, and remote access.
  • Knowledge of communications standards and best practices relevant to ITS and traffic systems, including time synchronization, redundancy, and resilience patterns.
  • Professional certifications such as CCNP, CCNA, JNCIP, or equivalent are an advantage.
  • Experience contributing to the development of communications-related standards, operating manuals, or SOPs.
  • Communication skills in Arabic are preferred but not required.
