Reports To Supervisor, Network Services and Client Support

Department Corporate Services

Location Lindsay, Ontario

Hours Temporary Full time up to 8 months. Normal Working Hours 35 hours per week with core working hours between 8:30 a.m. and 4:30 p.m.

Other This posting is for an existing, currently open position within Corporate Services. Applications will be reviewed as received. Combination of general office environment and occasional off-site travel. Attend meetings, conferences and departmental emergency situations, which may be outside of business hours. Ability to exert up to 22.2 kg (50 lbs) of force occasionally, and/or up to 8.9 kg (20 lbs) of force frequently, and/or up to 4.4 kg (10 lbs) of force constantly to move objects.

This position is responsible for the stability and integrity of the City’s IT infrastructure by planning, designing, implementing and maintaining networking, server, storage, backup and client systems across the organization efficiently, while also ensuring the security of those systems.

Essential Duties

Specific to this role:

  • Plan, design, implement, monitor and administer IT infrastructure; including but not limited to:
  • Network and Server software, services and hardware to ensure high levels of availability, performance and security
  • Enterprise data storage and backup systems to ensure high levels of data availability, security and continuity
  • Voice communication systems and services as in Telecom design and support
  • Video surveillance systems and services
  • Client computer devices and software to ensure high levels of availability, performance and security
  • Mobile computing technology services including data delivery, security and device hardware
  • Develop scripting and/or programming in support of technical and business systems
  • Provide escalated support for the City’s IT technical support staff
  • Provide subject matter expertise and leadership to business units and project teams to identify, acquire, implement and maintain appropriate technology
  • Recommend infrastructure and security standards to IT management
  • Recommend and/or evaluate technology purchase requirements to IT management
  • Act as a member of IT Governance team and/or member of key IT projects teams, as assigned
  • Maintain inventory records of all related hardware and software
  • Coordinate service and support with external providers

As a member of the professional team:

  • Administer procedures and recommend solutions to challenges or process improvements
  • Complete continuous research and analysis of industry trends and issues to make recommendations to management and remain current in area of specialty
  • Respond to customer service concerns, investigating, problem solving and responding within defined processes and advancing to the attention of the manager and/or supervisor, as appropriate
  • Work collaboratively with others to deliver the outcomes as defined; report any challenges to the manager and/or supervisor
  • Maintain documentation, databases and corporate records in accordance with policy and divisional practice; consider legislative municipal requirements such as the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
  • Provide data to allow reporting and decision making
  • Procure services and goods as authorized by the manager and/or supervisor
  • Perform other related duties as assigned

Qualifications

  • Post-secondary diploma in Computer Systems or a related field
  • Minimum 5 years of related progressive experience, preferably in a municipal environment
  • Current knowledge and related experience with: network and IT infrastructure design, implementation, administration and best practices,managing Windows and Linux server environments,enterprise grade backup solutions,end user computer and peripheral hardware and their internal components,managing mobile devices via a Mobile Device Management (MDM) platform,managing Microsoft Office 365 including: licensing, user provisioning, security, reporting and integration, supporting a SCADA IT environment with a focus on security and infrastructure planning
  • Comprehensive knowledge of internetworking hardware and services to effectively troubleshoot and maintain network security and infrastructure
  • Experience in vulnerability management tools, penetration testing and security incident response procedures including risk and impact analysis
  • Working knowledge of current networking protocols, and Internet standards, including: TCP/IP, IPSEC, QoS, DNS, DHCP, SMTP, SNMP, NAT, POE as well as technical knowledge of Layer 2 and Layer 3 networking & routing protocols including Spanning Tree Protocol, CDP, EIGRP in LAN and WAN environments
  • Working knowledge of the following network hardware: switches, routers, firewalls, wireless (Wi-Fi) access points
  • Working knowledge of Virtual Private Networks (VPN) solutions, remote access technologies such as Citrix and Remote Desktop Protocol (RDP), Intrusion Prevention Systems (IPS), Network Access Controls (NAC) and Security Information and Event Management (SIEM)
  • Experience testing and deploying applications to ensure their ability to co-exist and function in a multi-tiered environment
  • Ability and willingness to stay current with certifications in support of changing infrastructure, as needed. Includes current certifications in the following areas: Cisco Certified Network Associate/Professional (CCNA/CCNP), Systems Security Certified Professional (SSCP), and/or Certified Information Systems Security Professional (CISSP), Microsoft Certified Systems Engineer (MCSE), Red Hat Certified Engineer (RHCE)
  • Experience with scripting languages to assist in the automation of tasks
  • Experience working with service desk software
  • Knowledge and demonstrated application of project process principles
  • ITIL Foundations Certificate required, or willingness to obtain, along with working knowledge of service management and ITIL methodologies including incident, problem, change and configuration management
  • Demonstrated organizational and time-management skills including the ability to work both independently and as part of a team, and work methodically and prioritize workload to meet multiple demands and deadlines effectively with minimal supervision
  • Possess and demonstrate the knowledge, skills and personal attributes as described in the key performance competencies outlined below
  • Demonstrated proficiency in Microsoft Office suite of applications, audio/video conferencing, the internet and any other related software
  • Possess and maintain a valid Ontario Class “G” Driver’s Licence or the ability to frequently attend work related activities at various sites within the municipality or at other sites within Ontario
  • Upon a conditional offer of employment, a Criminal Record Check will be required
