National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.

NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

  • Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
  • Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
  • Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local government level – including through policy development and strategy to improve risk reduction, resilience and recovery
  • Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

The Data, Business Operations and Technology Branch is the central data and analytics, information technology, shared services, property, cyber and security team within the National Emergency Management Agency (NEMA), responsible for a broad range of critical agency functions.

  • Technology Strategy and Operations deliver technology strategy and provides secure, reliable IT systems and services, including system implementation, maintenance, and support for agency operations
  • Data and Analytics provides enterprise data leadership, governance, and analytical advice, including statistical analysis of disaster events, recovery efforts, and mitigation strategies. It leads quantitative data analysis and research, drives innovation in data visualisation and automation, supports self-service access to data and information, and delivers insights to inform evidence-based decision-making. Data and Analytics also provides geospatial analysis, mapping and modelling to support situational awareness and operational decision-making
  • Business Operations delivers enabling services including property and facilities, physical and personnel security, shared services, and business continuity planning to support organisational resilience.

By providing leadership in evidence-based decision-making, the branch plays a pivotal role in supporting NEMA’s policy and programs and enabling corporate services to support staff.

About the role

As the Chief Technical Officer (CTO), you will engage with business areas to understand current and future technology challenges and needs. In this role you will ensure delivery and sustainment of the agency’s information technology (IT) environment, respond to these challenges and opportunities, while leveraging both existing and new technology. The CTO will work with our service providers to ensure that the security and management of our data and systems aligns with the Australian Government policies and procedures and that they continue to deliver business value.

You will lead a small multi-disciplined team to develop, implement and deliver solutions that underpin agency improvements and enable easy access to information.

At times staff within NEMA may be required to work outside of standard business hours, particularly during the higher risk weather season.

Duties and responsibilities

  • Support the development and delivery of NEMA's Information and Communication Technology (ICT) Strategy
  • Manage current and future ICT infrastructure, not covered by existing memorandum of understanding (MoU) arrangements, including the development of a NEMA Cloud Strategy
  • Lead the delivery and management of technology projects and associated organisational change initiatives
  • Provide strategic reporting on current and future NEMA ICT architecture to the Project Committee and Program Committee
  • Contribute to research and development activities that support capability uplift across the disaster continuum
  • Identify opportunities to leverage new technologies to support the activities of the agency
  • Design and oversee the delivery of new technologies in collaboration with business owners and service providers
  • Recommend technology solutions to deliver efficiencies and service delivery for the organisation
  • Manage and report on external ICT relationships, including MoU’s, review of services and the monitoring of key performance indicators
  • Build and maintain effective partnerships across business areas and enhance the reputation of the Data, Business Operations and Technology Branch
  • Review and implement ICT Strategy initiatives to ensure NEMA has fit-for-purpose ICT services to improve employees experience and productivity
  • Manage and support the agency's information management architecture and practices within the Electronic Digital Records Management System
  • Manage the section’s budget and ensure effective use of resources to support the timely delivery of high-quality outputs
  • Lead, coach and mentor staff to build capability, performance and a positive team culture.

Role requirements/qualifications

The role requires:

  • Extensive technological leadership experience
  • Ability to work collaboratively across the agency and our partner government entities to achieve sustainable outcomes for NEMA and those affected by disaster events
  • A high level of communication, and wide breadth of skills and understanding is required to operate in a complex environment
  • Demonstrated ability to build, maintain and leverage effective relationships and networks with internal and external stakeholders is essential
  • Ability to successfully deliver projects across a range of environments
  • Strong organisational skills and the ability to manage competing priorities, work under pressure and deliver high-quality advice and outcomes in a dynamic environment.
