National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.

NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:

  • Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters
  • Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
  • Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local government level – including through policy development and strategy to improve risk reduction, resilience and recovery
  • Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

The AusAlert Capability Sustainment Section will work at the interface of government, industry and technology to oversee and manage all non-operational matters related to the ongoing sustainment of Australia’s National Messaging System known as AusAlert.


AusAlert will enable emergency service organisations deliver emergency and public safety advice, alerts and warnings quickly and securely to compatible mobile and other SIM-enabled devices in a geographically targeted areas using cell-broadcast technology.


When AusAlert is fully implemented, there are expected to be up to 1,300 trained and on-boarded users from state and territory emergency service agencies, including police and rural fire service organisations, as well as from the Australian Government National Situation Room.


The AusAlert Capability Sustainment Section will be responsible for contract management, training and certification, policy and governance of this national capability.

About the role

The Assistant Director, AusAlert Contract Manager supports the Director to maintain and manage complex AusAlert contracts and governance arrangements, with a focus on sustaining this national emergency management capability in line with NEMA’s strategic priorities.


The Assistant Director is responsible for the end‑to‑end management of at least five complex contracts, including four major contracts with mobile network operators for the delivery, management, enhancement and sustainment of AusAlert.


This role leads a small team to provide dedicated contract management support for AusAlert. Given the operational nature of the AusAlert Capability Sustainment Section and its role in emergency and public safety messaging, the position is critical to managing vendor performance, availability and responsiveness, and to ensure alignment with Australian Government obligations under the proposed AusAlert Intergovernmental Agreement.


At times staff within NEMA may be required to work outside of standard business hours, particularly during the higher risk weather season.

Duties and responsibilities

Under broad direction, this role is responsible for:

  • Providing leadership and oversight of the contract management team, including setting priorities, monitoring progress, managing performance and ensuring quality outcomes
  • Monitoring and enforcing key contract deliverables across vendor contracts with mobile network operators and other suppliers
  • Managing complex and sensitive issues by exercising sound judgement to assess risk, analyse information, solve problems, and negotiate outcomes, ensuring that solutions are compliant with relevant policies, legislation and guidance
  • Managing and ensuring compliance with Service Level Agreements and other contractual obligations
  • Identifying and building relationships with new stakeholders in response to emerging needs and a changing environment
  • Leading or supporting negotiations for contract variations
  • Leading procurement and contracts activities for the section ensuring alignment with legislative requirements
  • Collaborating with relevant stakeholders to support the delivery of goods and services, including evaluation criteria and performance measures
  • Contributing to the leadership, management and operation of the AusAlert Capability Sustainment Section including resourcing, budget and reporting
  • Engaging with internal and external stakeholders to share knowledge, build partnerships and promote collaboration
  • Preparing and reviewing draft reports, briefs and discussion papers for senior staff, executives and committees
  • Building team capability through coaching, providing performance feedback, conflict resolution and providing support for career development
  • Producing high-quality ministerial submissions, senate estimates briefs, questions on notice, talking points and information briefs in a timely manner.

Role requirements/qualifications

  • Demonstrable experience in government procurement, including the establishment and management of government standing offer panels
  • Sound knowledge of the Commonwealth procurement framework, including the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and Commonwealth Procurement Rules
  • Excellent written and verbal communication skills, with the ability to engage effectively with internal and external stakeholders
  • Experience preparing high-quality procurement documentation and providing expert policy advice on complex issues
  • Strong analytical and problem-solving skills, with the ability to manage risk and resolve complex procurement matters
  • Proven ability to develop and implement procurement strategies
  • Highly developed negotiation and contract management skills
  • Excellent communication skills
  • Analytical thinking and problem-solving skills
  • Strong organisational and time management skills, with the ability to prioritise competing demands and deliver outcomes within tight timeframes and to a high standard
  • Ability to work collaboratively as part of a team, while also operating independently as required.
