Job Description

Summary

Responsible for managing and coordinating numerous physical improvement projects across the department’s portfolio. This position ensures that neighborhood enhancement, infrastructure upgrades, beautification efforts, and facility improvements are delivered efficiently, safely, and in alignment with strategic goals of the department. The role collaborates closely with internal stakeholders, external partners, contractors, and community members to execute high-quality projects that strengthen neighborhood vitality across the City of Garland.

Pay Range: (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Manage a portfolio of concurrent neighborhood improvement projects from design handoff through procurement, fabrication or construction, installation, acceptance, and closeout, including public art, neighborhood signage, screening wall enhancements, park improvements, entryway features, and similar projects.
  • Work with the Neighborhood Vitality Director, Senior Planner, and applicable program staff to convert approved concepts and design intent into clear scopes, delivery plans, budgets, schedules, technical requirements, maintenance expectations, and success criteria.
  • Develop and maintain detailed project schedules and an integrated multi-year portfolio schedule.
  • Apply sequencing, dependency, lead-time, and critical path analysis to identify constraints, forecast completion dates, and recommend project priorities.
  • Establish and monitor project budgets, cost forecasts, commitments, expenditures, contingencies, and proposed changes; identify variances early and recommend actions to maintain approved funding and delivery targets.
  • Coordinate the City's procurement and contracting processes with Purchasing, Legal, Finance, and other departments.
  • Prepare or coordinate scopes of work, specifications, estimates, solicitation and evaluation documents, award recommendations, contracts, purchase orders, amendments, and required management or City Council materials.
  • Coordinate the work of artists, architects, landscape architects, structural and civil engineers, fabricators, contractors, vendors, and other consultants.
  • Lead project meetings, assign and track action items, clarify roles, manage deliverables, and resolve or escalate performance and coordination issues.
  • Coordinate reviews and approvals with Parks, Transportation, Engineering, Streets, Planning, Building Inspections, Risk Management, utilities, and other City functions to address site conditions, permits, right-of-way, traffic operations, safety, constructability, maintenance, and long-term operational fit.
  • Perform construction administration and City-side quality assurance by coordinating review of submittals, requests for information, schedule updates, pay applications, change requests, field conditions, punch lists, warranties, as-built documentation, and project closeout.
  • Conduct site observations and progress meetings to monitor general conformance with approved plans, specifications, contracts, and design intent; coordinate corrective action when concerns are identified.
  • Manage project risks, issues, decisions, and changes; document impacts to scope, schedule, cost, quality, maintenance, and stakeholder commitments; maintain decision and change logs and communicate needed actions.
  • Establish and maintain organized, complete, and auditable project records, including plans, approvals, contracts, correspondence, meeting minutes, financial records, permits, photographs, warranties, and closeout documents.
  • Prepare clear dashboards, status reports, briefings, presentations, and decision materials for the Director, management, City Council, internal partners, and other stakeholders; communicate project status, accomplishments, risks, budget, schedule, and required decisions.
  • Develop performance measures and evaluate project and program results.
  • Analyze schedule, cost, delivery, quality, maintenance, service, and outcome data; identify trends and recommend process and program improvements.
  • Support long-range planning and coordination of broader departmental initiatives, including community engagement activities, by developing calendars, resource plans, milestones, dependencies, reporting frameworks, and post-activity evaluations in coordination with the staff responsible for program design and engagement.
  • Provide responsive and professional service to internal and external customers; set clear expectations, coordinate timely follow-up, and help resolve project-related questions or concerns.

Minimum Qualifications

  • Four-year college degree Three years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Five years experience managing multiple concurrent construction, fabrication, installation, or capital improvement projects.
  • Experience with municipal or public sector procurement and interdepartmental project delivery.
  • Experience using project scheduling, collaboration, and electronic document-management systems.

Knowledge, Skills & Abilities:

  • Comprehensive knowledge of project management principles and methods, including schedule development and critical path analysis
  • Working knowledge of municipal procurement practices
  • Working knowledge of performance measurement, identifying trends and variances, and evaluating results
  • Skill in operating Microsoft Office, including SharePoint
  • Skill to communicate effectively both verbally and in writing
  • Ability to provide responsive and professional customer service to internal and external customers
  • Ability to manage multiple simultaneous project with competing deadlines, dependencies, stakeholders, and resource constraints

Licenses and Certifications

  • Valid Class C Texas Driver's License
  • Project Management Professional (PMP) preferred
