
The Position:
The Finance Analyst provides financial management support to ensure the effective planning, monitoring, and utilization of UNFPA resources in compliance with organizational policies and procedures. The position supports programme implementation through financial analysis, guidance, Implementing Partner financial management, and assurance activities. The Finance Analyst reports directly to the International Operations Manager and works closely with programme staff to ensure effective operational support.

Job Purpose:
The Finance Analyst contributes to the effective management of UNFPA resources in the area of financial management. S/he will be responsible for providing support and guidance by administering and executing a variety of professional and technical financial transactions and processes, applying theoretical skills and thorough knowledge of organizational goals, objectives, rules, regulations, policies, and procedures to complete the tasks. The Finance Analyst is reporting directly to the IOM and serves as the deputy to the IOM in his absence to ensure that operational support to the programme implementation is unhindered. S/he works in collaboration with the IOM and Management Support Unit to ensure that CO financial resources are planned and utilized according to established work plans and in addition ensures efficient management of UNFPA’s funding support to the Implementing Partners. S/he also supports in the implementation of HACT assurance activities and IP Assessment. The Finance Analyst facilitates the delivery of UNFPA’s programmes by ensuring timely and effective support in achieving results. S/he ensures and guides the appropriate application of financial systems and procedures and develops enhancements if necessary.

Education:
Advanced university degree (Master’s degree) in Finance, Accounting, Business Administration with a focus on Finance, Economics, Public Financial Management, or a related discipline.
Preferred additional qualifications (given the tasks):Professional certification in accounting/finance is highly desirable, such as:
Knowledge and Experience:
Minimum of 2 years of experience of relevant finance field is required; relevant finance experience at the UN or international organizations is desirable.
Knowledge of UN financial regulations, IPSAS, HACT, donor reporting, and internal controls would be an advantage.
Languages:
Proficiency in English and Arabic is required. Proficiency in French is desirable for Chad Corridor
