TERMS OF REFERENCE
The objective of this consultancy is to: Design a guideline and a five-day training package on procurement (with emphasis on physical/health service, as well as those conducted by health managers at district and subdistrict levels (including city corporations) for facility level and community level healthcare) and financial management (specifically Public Financial Management or PFM) by adapting existing modules, existing FMAU (Financial Management and Audit Unit) resources from the Ministry of Health and Family Welfare, updates to the Public Procurement Act (PPA) and Public Procurement Rules (PPR) for strengthening procurement (with emphasis on physical/health service, as well as those conducted by health managers at district and subdistrict levels for facility level and community level healthcare) and PFM improving budget execution capacity among national, divisional, and city corporation health managers. The key focus is to create a guideline and training package which is very easily understandable by medical professionals who are engaged as health managers in the Directorate of Health Services (DGHS) of the Ministry of Health and Family Welfare (MoH&FW) and the Local Government Institutions (LGI) (City Corporations) under the Local Government Division (LGD).
The assignment includes facilitating final review considering the prior DGHS support findings on procurement and PFM challenges and endorsement of the guideline and the training package, conducting two national Training of Trainers (for Director General of Health Services (DGHS) and Local Government Institutions (City Corporations) and supporting eight divisional trainings/ToTs, and providing hands-on technical coaching to designated DGHS and city corporation officials to sustain field-level support and capacity building.
Developing practical learning materials based on real financial management challenges will further help health managers understand procurement processes and strengthen PFM practices. The Consultant(s) will work directly with Planning & Research unit of DGHS, and with coordination and supportive monitoring from UNICEF.
