Organizational Context and Scope
Under the overall supervision of Regional Health Assessment Program Coordinator (RHAPC) and direct supervision of National Migration Health Officer (Vaccination and Health security) and in coordination with relevant units at Headquarters and other IOM regional and country offices, the incumbent will be responsible for planning and organizing the customization of the DHIS2 software, including the database functions and architecture; assisting in developing a training package on the use and management of the DHIS2 platform in MHD operations; provide continuous support in troubleshooting challenges and maintenance of the platform; develop software solutions and tools that can increase the efficiency of medical operations; supporting health data management, ensuring data quality, and providing technical assistance to stakeholders and provide technical assistance for other related online platforms and databases as needed.
Maintain active participation in the DHIS2 global Community of Practice and relevant professional networks; monitor current literature and emerging trends in health informatics; and evaluate the programmatic implications of new technologies and system adoption trends for project and operational activities.
Required Qualifications and Experience
Education
Master’s degree in Computer science, Computer/Software Engineering, Information Systems Technology or related fields from an accredited academic institution; or,
Bachelor’s degree in the above fields with two (2) years of relevant working experience.
Certification and/or formal training in DHIS2, health information systems and data security is an advantage
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Experience in health information and DHIS2 deployment and tracker configuration
Experience in designing, implementing, maintaining data systems and DHIS2 instance servers
Experience in configuring DHIS2 systems and implementing aggregate datasets, event programs and tracker programs.
Familiarity with health data standards and reporting requirements is highly desirable
Experience in working with national/international public health organizations is an asset
Experience in training end-users and providing technical support
Skills
Expertise in information and communication technology, especially on web-based software platforms and server maintenance
Experience with DHIS2; API RESTful, Tomcat / Apache HTTP Server, HTML / CSS / JavaScript / jQuery / Ajax and PostgreSQL
Demonstrated ability in delivering results independently and on time
Fluent in English with excellent communication skills – verbal and written
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, French and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
