Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The Resilient, Inclusive and Sustainable Supply Chains Project in Malaysia (RISSC-Phase II, Malaysia) is a new three-year ILO project aimed at supporting a more resilient, inclusive and sustainable rubber supply chain in Malaysia.
Funded by the Ministry of Health, Labour and Welfare of Japan (USD 1,200,000) and building on the earlier RISSC Phase I regional project (which covered Thailand, Indonesia and the Philippines), RISSC Phase II will work with constituents and key industry partners to strengthen labour governance, embed responsible business practices and catalyse supply chain collaborations in the rubber sector in support of decent work and industry upgrading.
In so doing it aims to enhance overall industry preparedness for emerging market and supply chain expectations whilst helping the industry move to a more resilient, inclusive and competitive long term growth model.
The project strategy is organised around three mutually reinforcing outcome areas, with gender responsiveness embedded as a cross-cutting principle in both design and implementation.
1. First, it will strengthen labour governance in the rubber sector by improving sectoral information and diagnostics, coordination and practical compliance and enforcement pathways.
2. Second, it will support the (enhanced) adoption of practical, industry-relevant approaches to Responsible Business Conduct (RBC) and the labour dimension of human rights due diligence, while strengthening worker voice and grievance and remedy pathways.
3. And third, it will strengthen alignment and action among supply chain stakeholders to support sustainable industry upgrading, whilst also distilling transferrable lessons for other sectors in line with national (RBC-related) policy priorities, especially Malaysia’s NAP-BHR.
The National Project Coordinator (NPC) will work under the supervision of the Director of the ILO Decent Work Technical Support Team for East and South-East Asia and the Pacific and Country Office for Thailand, Cambodia and Lao PDR (DWT/CO-Bangkok), which covers Malaysia, and will report to the Project Manager supporting the project in ROAP based in Bangkok, Thailand. He/she will also receive technical supervision and guidance from relevant specialists in the Sectoral Policies Department (SECTOR) and the ILO Decent Work Technical Support Team for East and South-East Asia and the Pacific (DWT-Bangkok).
The National Project Coordinator (NPC) will be responsible for project administration and implementation of all project activities in Malaysia. The NPC will work closely with tripartite constituents, key industry stakeholders, implementing partners and other relevant actors to implement project activities and promote the work of the ILO in Malaysia in coordination with other relevant development cooperation projects. S/he should be familiar with ILO standards, policies and programmes to better understand the requirements of the project and direct in-country project activities.
The NPC will work under the overall administrative supervision of the Deputy Regional Director (DRD) of the ILO Regional Office for Asia and the Pacific (ROAP) who oversees the ILO Malaysia portfolio, and the immediate technical and administrative supervision of the Project Manager of the RISSC-II project (based in ROAP-Bangkok), which reports to the ILO/Japan Multi-bilateral Programme in Bangkok.
The NPC will receive technical guidance from the RISSC Project Manager as well as programming and coordination guidance from the Senior Programme and Partnership Officer (SPPO) of ROAP. The NPC will also work closely with other national and international staff of TRIANGLE Partnerships. As part of the ILO Project Office in Kuala Lumpur (ILO KL Office) team, the incumbent will work in close consultation with the ILO Representative in Malaysia and the National Programme Officer (NPO) on liaising with governments, workers’ and employers’ organizations, peer UN agencies and key stakeholders of the ILO.
The National Project Coordinator will be based in Kuala Lumpur, Malaysia.
The National Project Coordinator will be responsible for administering and managing implementation of all in-country activities of the RISSC Phase II project in Malaysia. This includes planning, supervising and monitoring activities required to achieve the project objectives and outputs, and ensuring alignment with ILO’s wider programme of work in Malaysia (as per the new DWCP 2026-2030).
University degree in economics, management, social science, labour studies, development studies, business, law or related fields with demonstratedexpertise or equivalent experience. Training in results-based planning, design, data collection, monitoring and evaluation methodologies and project cycle management is an advantage.
At least three years of relevant professional experience at the national level, preferably in project management and topics related to international labour standards, responsible business conduct, human rights due diligence, sustainable enterprises, global supply chains, social dialogue, labouradministration or economic, social and environmental transitions. Experience working with government, workers' and employers' organizations, industry associations, civil society, UN agencies and other stakeholders will be an advantage. Knowledge of Malaysia's rubber sector or export-oriented manufacturing/agro-industrial supply chains would be an asset. Proven ability to promote gender equality through project work is also highly desirable.
Excellent command of English and Bahasa Malaysia is required (reading, writing and listening) Knowledge of other languages used by workers or stakeholders in the Malaysian rubber sector would be an advantage.
