Contract Duration- 5 months

Working arrangement: Office Based

Scope of Work

The consultant will carry out the following scope of work in 16 weeks:

1. Policy Review and Strategic Alignment

2. Situational Analysis:

3. Stakeholder Mapping and Consultation

4. Development of the Nutrition Strategic Plan

5. Results framework

6. Costing of the Strategic Plan

7. Financing and Resource Mobilization

8. Implementation and Governance Framework

9. Monitoring, Evaluation and Learning (MEL)

10. Risk Analysis

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT

Education:

  • Masters in Nutrition, Health Sciences, Public Health, Global Health, Health Economics, or any other related fields.

Work Experience:

  • Minimum of seven years of professional experience in nutrition policy, health financing, and multisectoral program design, combined with strong analytical and costing skills.
  • Proven experience in developing national strategies, technical reports, policy briefs, strategic plans, and guidelines.
  • Experience in stakeholder engagement, facilitation of workshops, and capacity-building activities.
  • Proven experience in conducting quantitative or qualitative research.

Language Requirements:

  • Fluency in English and Kinyarwanda is required.
  • Knowledge of French is an asset.

Knowledge/Expertise/Skills:

  • Strong knowledge of nutrition programmes, including maternal, infant, and young child nutrition, micronutrient interventions, community nutrition, and health service delivery.
  • Familiarity with national health and nutrition policies and strategies.
  • Knowledge of public health principles, health systems, and programme management.
  • Strong analytical and quantitative skills, including experience with data collection, analysis, interpretation, and presentation.
  • Ability to synthesize complex information and provide evidence-based recommendations.
  • Excellent report-writing and communication skills.
