Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The required services are sought through a Joint Programme Gender Equality Accelerator (JP GEA), implemented by United Nations agencies in Bosnia and Herzegovina - UN Women, UNDP, UNFPA and UNICEF - with financial support from the European Union and the Governments of Denmark and Sweden, in cooperation with the Agency for Gender Equality of Bosnia and Herzegovina, the Center for Equity and Equality between Women and Men of Republika Srpska and the Gender Center of the Federation of Bosnia and Herzegovina.

The JP GEA represents a significant shift in advancing gender equality and women’s empowerment in BiH. It moves away from fragmented, short-term interventions towards a comprehensive, systems-level model designed to address structural barriers and achieve transformative change together with key governmental and non-governmental partners. Designed in consultation with governmental, civil society and international partners and stakeholders and leveraging the collective mandates, expertise, and comparative advantages of four United Nations agencies—UN Women, UNICEF, UNDP, and UNFPA—the JP targets three critical areas:

1. Eliminating Violence Against Women and Girls (EVAWG)

2. Empowering Women Economically (EWE)

3. Elevating Women in Governance and Leadership (EWG&L)

Under the EWG&L pillar, the JP interventions aim to strengthen the enabling environment for women and girls to cultivate leadership skills, engage equally in decision-making, and take the lead in driving gender-transformative development, as well as to ensure that gender-responsive planning, policymaking and budgeting for sustainable development are implemented across all sectors and levels of government.

UN Women continues to advance gender equality by promoting the use of GRB as a tool to ensure that women's needs and priorities are systematically incorporated into policies and related budgets. In line with government priorities stated in national and local plans and strategies, UN Women provides technical support to authorities at all government levels, including Ministries of Finance (MoFs) and line ministries, to strengthen capacities in gender-responsive policy and budgeting. This initiative contributes directly to improving the knowledge and skills of civil servants through both introductory and advanced GRB training, with the long-term objective of integrating gender equality principles, perspectives, and priorities into policymaking and budgeting processes.

In this context, UN Women is contracting a national consultant to support UN Women in strengthening GRB capacities by performing the following tasks:

  • Develop a detailed workplan with timeline, outline and methodology to conduct the tasks outlined in this TOR;
  • Prepare and facilitate two basic and two advanced GRB trainings across sectors, targeting MOFs and line ministries at the cantonal, entity, and state levels, using UN Women standardized training curricula, with one basic and one advanced training to be delivered in Mostar, Bosnia and Herzegovina, and one basic and one advanced training to be delivered in Banja Luka, Bosnia and Herzegovina;
  • Continuously support MOFs and line ministries to mainstream gender in budgetary processes and to integrate gender considerations into the core of their work and provide continuous technical assistance and advise MOFs on the overall implementation of gender equality commitments in the public expenditures by line ministries. Document the support provided and key outcomes and contribute to the preparation of the brief final consultancy report.

The consultant will be reporting to Governance and Leadership Programme Coordination Specialist, under the overall supervision of the Programme Management Specialist, and will be supported by Programme Associate, who will be the point of contact on the contract and payment issues.

of Responsibilities/ Scope of Work

Deliverables

The Consultant will be responsible for the following deliverables:

Deliverable 1: Design a consultancy workplan, methodology and indicators;

  • Develop a detailed consultancy workplan with a timeline (Gantt chart), outlining key activities and overall methodology and approach for the consultancy, including linkages between gender analysis, policy, planning, budgeting and results.
  • Develop clear, measurable indicators to track progress and results of the consultancy activities, aligned with UN Women’s programme framework.
  • Conduct consultations with the project team to ensure alignment with programme priorities and expectations.

Deliverable 2: Design, prepare and deliver two basic and two advanced GRB trainings across sectors to include MOFs and line ministries on cantonal, entity and state level based on UN Women standardized training curricula, with one basic and one advanced training to be delivered in Mostar, Bosnia and Herzegovina, and one basic and one advanced training to be delivered in Banja Luka, Bosnia and Herzegovina

  • Design and/or adapt to existing UN Women training curricula for:
  • Two Introductory GRB trainings; and
  • Two Advanced GRB trainings.
  • Prepare comprehensive training materials, including presentations, case studies and practical exercises, aligned with the project’s results framework and indicators.
  • Deliver two introductory and two advanced GRB trainings for civil servants at different levels of government, in coordination with UN Women.
  • Facilitate pre- and post-trainings evaluation to assess learning outcomes.
  • Prepare training reports, including participant lists, evaluation results, and key observations.

Deliverable 3: Provide ongoing technical support and coordination with MOFs and line ministries

  • Provide ongoing technical support to MOFs and line ministries to support the mainstreaming of gender perspectives in budgetary processes.
  • Share bi-weekly email updates with the UN Women team outlining progress, key developments, challenges and follow-up steps.
  • Participate in follow-up meetings with the UN Women team, as required, to discuss progress and adjust support as needed.
  • Prepare and submit a final consultancy report summarizing the technical support provided, key achievements, challenges encountered, recommendations, and overall results of the assignment.

To facilitate delivery of the above outputs, UN Women will provide the consultant the following:

  • Background materials on the JP GEA;
  • Relevant background materials on UN Women’s GRB work in Bosnia and Herzegovina;
  • Other documents and contacts as necessary.

Consultant’s Workplace and Official Travel

This is a home-based consultancy. As part of this assignment, the selected consultant is expected to travel to Mostar and Banja Luka, Bosnia and Herzegovina, to deliver the basic and advanced GRB training for MOFs and line ministries. All travel costs will be processed and covered separately by UN Women.

IV. Required Qualifications
Education and Certification:

• Master’s degree in economics, public finance, social sciences or another relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. – pass/fail

Experience:

• A minimum of 5 years of relevant professional experience in gender equality, public finance management, public sector reform, or related areas – 30 points

• Demonstrated technical expertise in government public finance policies and processes and GRB, including knowledge of budget processes, gender analysis in public finance, and GRB methodologies and tools, evidenced through at least four (4) similar assignments involving training design and/or delivery – 40 points

• At least 5 years of experience in designing and delivering trainings, presentations, or facilitated learning sessions for adult audiences, including civil servants and technical staff, in multicultural and multi-stakeholder environments – 20 points

• Working/consulting experience with government institutions and international organizations/projects will be considered an asset – 10 points

Languages:

• Fluency in Bosnian/Croatian/Serbian and English language is required. – pass/fail
