1. Background and Rationale
2. The Spotlight Initiative (SI) is a global partnership designed to eliminate all forms of
3. violence against women and girls (VAWG), including Sexual and Gender-Based
4. Violence (SGBV) and Harmful Practices (HP). In Liberia, the Spotlight 2.0 project
5. builds on the successes and lessons of the initial phase, aiming to further
6. strengthen systemic responses to SGBV.
7. A critical component of a comprehensive survivor-centered response is the
8. "One-Stop Center" (OSC) or Integrated Health Facility model. These models bring
9. together multi-sectoral services including medical care, psychosocial support,
10. police investigative services, social welfare, and legal aid services under one roof
11. through a coordinated referral mechanism. Existing experiences in Liberia have
12. demonstrated the importance of integrated services in improving access to timely
13. and quality care for survivors of SGBV.
14. As Spotlight Initiative expands its interventions in Grand Bassa, Maryland, and
15. Bong counties, UNFPA seeks to undertake a comprehensive feasibility assessment
16. to determine the viability, requirements, sustainability considerations, and most
17. appropriate model for establishing OSCs and/or Integrated Health Facilities in
18. these counties.
19. The feasibility assessment will build on existing national policies, protocols, service
20. delivery standards, and lessons learned from existing OSCs and SGBV response
21. mechanisms in Liberia to identify the most appropriate model for each county.

Objectives of the Consultancy

The primary objective is to conduct a detailed feasibility assessment to determine

the viability, requirements, and most appropriate models for establishing One-Stop

Centers or Integrated Health Facilities for SGBV case management in Grand

Bassa, Maryland, and Bong counties.

Specific Objectives:

• Assess existing infrastructure, service delivery points, and human resource

capacities in the target counties.

• Identify gaps and challenges in the current SGBV response mechanisms

and coordination systems.

• Assess the availability and accessibility of health, psychosocial, legal,

protection, and security services for survivors.

• Evaluate the contextual suitability of the OSC model versus an Integrated

Health Facility model for each specific county.

• Assess potential operational, financial, and institutional requirements for

establishing and maintaining the proposed centers.

• Analyze sustainability prospects, including government ownership and

integration within existing systems.

• Provide recommendations and a costed strategic roadmap for the

establishment and operationalization of the proposed centers

Scope of Work

The National Consultant will be responsible for the following tasks:

Desk Review: Analyze existing national frameworks, policies, strategies, previous

Spotlight Initiative reports, standard operating procedures (SOPs) for SGBV

response in Liberia, referral pathways, and the UNFPA Essential Services Package

guidelines.

Field Assessments: Conduct site visits to selected health facilities, safe homes,

social welfare offices, police unites, and other relevant service delivery points in

Grand Bassa, Maryland, and Bong counties.

Stakeholder Consultations: Engage key stakeholders, including the Ministry of

Health (MoH), Ministry of Gender, Children and Social Protection (MoGCSP),

Ministry of Justice (WACPS), county authorities, health workers, traditional leaders,

CSOs, women-led organizations, organizations of persons with disabilities, youth

groups, and development partners

Engagement with SGBV survivors shall follow strict ethical and safety standards

and be undertaken only where necessary and appropriate.

Infrastructure and Resource Mapping: Assess the availability and adequacy of

human resources (including clinicians, psychosocial counsellors, police officers,

social workers, case workers, and legal aid providers) and necessary facility

infrastructure (water and electricity supply, privacy and confidentiality measures,

medical equipment and supplies).

• Service Delivery Assessment: assess existing:
• Clinical Management of Rape (CMR) services;
• Psychosocial support and case management services;
• Justice and legal aid services;
• Referral systems and coordination mechanisms;
• Data collection and reporting systems.

Financial and Sustainability Assessment: assess the estimated investment costs,

operational requirements, staffing needs, and opportunities for long-term

sustainability and government ownership.

Risk Assessment: identify potential risks and propose mitigation measures relating

to:

• Human resource limitations;
• Infrastructure gaps;
• Financial sustainability;
• Service coordination challenges;
• Community acceptance and accessibilit

Standard Assessment Criteria

The feasibility study must be grounded in the standard UNFPA/UN evaluation and

assessment criteria to ensure a holistic analysis:

Relevance: To what extent does the proposed OSC or IHF model align with the

specific cultural, social, geographical, and service delivery needs of women and

girls in Grand Bassa, Maryland, and Bong counties?

Effectiveness: Assess which model (hospital-annexed OSC vs. standalone

integrated facility) is most likely to improve access to timely, quality,

survivor-centered services and strengthen coordination among service providers?

Efficiency: What are the comparative resource requirements, including financial,

logistical, infrastructure, and human resources needed for establishment and

operation?

Sustainability: How can the proposed model be integrated into existing government

systems and what is the capacity of local and national structures to support

long-term ownership and operation?

Equity and Human Rights: How will the proposed centers ensure accessibility and

inclusion for marginalized populations, including women with disabilities, rural

women, adolescent girls and other vulnerable groups, while maintaining

confidentiality and survivor-centered principles?

Feasibility Analysis: The assessment shall provide a feasibility rating for each

county and recommend the most appropriate service delivery model based on

identified opportunities, risks, and resource availability

Methodology

The consultant is expected to employ a mixed-methods approach consisting of:

Quantitative Methods: Review and analysis of SGBV prevalence and service

utilization data, health facility capacity assessment, resource and infrastructure

analysis, and cost estimation and financial analysis.

Qualitative Methods: Key Informant Interviews (KIIs), Focus Group Discussions

(FGDs), and direct observations and facility assessments, stakeholder

consultations.

The Consultant shall develop appropriate data collection tools and submit them to

UNFPA for review and approval prior to field implementation.

Note: The methodology must strictly adhere to the WHO Ethical and Safety

Recommendations for Researching, Documenting and Monitoring Sexual Violence

in Emergencies and follow the principles of confidentiality, informed consent, safety,

and Do-No-Harm.

Required Qualifications and Competencies

Education:

Advanced University Degree (master’s degree or equivalent) in Public

Health, Social Work, Gender Studies, International Development, Health Systems

Management, or a related field.

Experience:

• Minimum of 7 years of relevant professional experience in SGBV

programming, gender equality, public health, or health systems

strengthening in Liberia.

• Proven experience conducting assessments, evaluations, feasibility studies,

or research assignments for UN agencies, INGOs, donors, or the

Government of Liberia institutions.

• Prior experience working with the One-Stop Centers, Integrated Service

Delivery Models, or clinical management of rape (CMR) programming is

highly desirable.

Skills:

• Strong analytical, facilitation, research, and report-writing skills.
• Excellent communication and stakeholder engagement skills
• Knowledge of safeguarding, survivor-centered approaches, and ethical

research practices.

• Fluency in spoken and written English.
• Familiarity with local dialects in the target counties will be an added asset

Supervision:

The consultant will work under the overall guidance of the UNFPA Liberia Deputy

Representative and the direct supervision of the UNFPA Gender/GBV Programme

Specialist. The consultant will also work in close collaboration with the Spotlight

Initiative Secretariat and the Ministry of Gender, Children and Social Protection

(MoGCSP), the Ministry of Health, Ministry of Justice, County Authorities, and other

relevant stakeholders.

Institutional Arrangements

UNFPA will facilitate introductory letters for county-level engagements, support

stakeholder coordination, arrange approved travel logistics and DSA during field

activities, review and approve deliverables, and

provide office spaceand internet access where necessary.

Terms of Payment for Professional Fees

The consultant will be paid based on the following deliverables:

Candidate Evaluation Criteria

The selection process will be based on a cumulative analysis of the Technical and

Financial Proposals, with the following weighting:

• Technical Proposal: 70%
• Financial Proposal: 30%

Only candidates who achieve a minimum score of 49 out of 70 points (70%) in the

technical evaluation will proceed to the financial evaluation.

The lowest-priced financial proposal will receive the maximum score of 30 points.

Scores for other proposals will be calculated using the following formula:

Financial Score = (Lowest Price ÷ Evaluated Price) × 30

Final Score

Final Score = Technical Score + Financial Score

The contract will be awarded to the candidate who attains the highest combined

score.
