Project Context and Scope
The State Statistics Service of Ukraine (SSSU), with support from IOM, is advancing work on the development of a register-based population model and related information and communication technology (ICT) systems for data processing, exchange, analysis and visualization. This work is intended to strengthen the production of official statistics on the de facto population in Ukraine, including its demographic characteristics, mobility and migration, through the improved use of administrative data sources and state registers.
The initiative will support the production of timely and accurate population estimates, including by sex, age and regional distribution, and is aligned with UNECE and Eurostat recommendations as well as Ukraine’s preparation for EU accession, particularly under acquis Chapter 18 “Statistics” and Chapter 22 “Regional Policy and Coordination of Structural Instruments” with Regulation (EU) 2025/2458 on European Statistics on Population and Housing (ESOP, adopted September 2025, applicable from 2028). It is also important for future preparation for a national population census after the end of Russia’s war against Ukraine, taking into account war-related migration dynamics, including returns from abroad, and for improving the inclusion of internally displaced persons (IDPs) in national and local estimates. Overall, this support is expected to strengthen the institutional capacity of the SSSU, contribute to preparation for the 2030 census round, and further align Ukraine’s statistical system with international and European standards.
The Consultant will be responsible for the following tasks:
Deliverable 1: Inception note and outline of technical requirements, delivered by July 15, 2026, which includes: 1) inception note with proposed technical approach, workplan and key assumptions; 2) outline of proposed functional and technical requirements for the future Statistical Population Register; 3) initial description of high-level system requirements covering data ingestion, linkage, validation, storage, updating, reporting and audit trail; 4) initial identification of key user roles, interoperability needs, security considerations and system dependencies; 5) initial version of the Ukrainian register inventory and capability matrix (one row per priority source) and an initial capability/gap assessment.
Deliverable 2: Draft technical requirements package delivered by July 31, 2026, which includes: 1) draft set of functional and technical requirements for the future Statistical Population Register; 2) draft description of high-level system requirements and operational workflow; 3) draft interoperability requirements for exchange with multiple administrative registers and external systems; 4) draft requirements related to geospatial functionality, data security, confidentiality, integrity, user roles and access control; 5) draft user-role catalogue and access-pattern documentation; 6) completed Ukrainian register inventory, including per-source onboarding actions; completed capability/gap assessment with 'reuse / extend / build-new' classification for each architectural component.
Deliverable 3: Final technical documentation package, delivered by August 31, 2026, which includes: 1) final high-level functional and technical requirements for the future Statistical Population Register; 2) final technical documentation to inform future software development and/or procurement with finalised register inventory and capability matrix as appendices to the procurement-ready requirements package; 3) final feasibility-oriented technical recommendations, including key considerations for implementation and maintainability; 4) final user-role catalogue, access-pattern documentation, and one-page architectural blueprint; 5) presentation of the proposed technical approach and recommendations to IOM and designated stakeholders.
