Reporting to the Manager, Asset Management, and under general direction from the Municipal Lands Administrator, the Municipal Lands Coordinator coordinates and delivers core Municipal Lands administrative functions. The role is responsible for the preparation, tracking, execution, and ongoing administration of Municipal Land agreements, including License of Occupation (LOC), Utility Right-of-Way (URW), access agreements. The Municipal Lands Coordinator provides frontline support by responding to inquiries, maintaining land and agreement records, supporting spatial analysis, and ensuring agreement tracking, inventory, and related information systems are accurate, current and well maintained.
Core Accountabilities
Land Administration
▪ Prepare and coordinate documentation related to the acquisition, disposition, and occupancy of County lands.
▪ Coordinate the preparation, tracking, and execution of routine Municipal Land agreements using standardized County templates for review and approval.
Agreement Lifecycle Administration and Tracking
▪ Maintain a comprehensive LOC register, including renewals, amendments, and terminations.
▪ Monitor agreement expiry dates, renewal requirements, and key milestones, and provide proactive reminders to relevant departments.
▪ Coordinate agreement execution workflows, including routing documents for signatures, tracking status, and ensuring timely Land Titles registration or filing in appropriate systems.
Records and File Management
▪ Coordinate compliance with retention schedules for Municipal Lands records in collaboration with Records Management.
▪ Establish and maintain standardized file structures, naming conventions, and version control for Municipal Lands records.
▪ Identify and remediate file deficiencies, including missing legal descriptions, unsigned agreements, expired documents, and system discrepancies.
▪ Conduct audits of Municipal Lands physical and electronic records to ensure completeness, accuracy, and compliance with documentation standards.
Land Information and Systems Support
▪ Perform spatial queries and analyses using Asset Management applications and Land Administration systems.
▪ Maintain accurate land and agreement inventories by recording new acquisitions, dispositions, and land registrations in the appropriate systems.
Customer Service and Administrative Support
▪ Respond to routine internal and external inquiries regarding Municipal Lands processes, agreement status, and land information, escalating complex or sensitive matters as required.
▪ Assist in the preparation of memos, reports, and presentation material for meetings and other business purposes.
▪ Support land disposal applications.
General
▪ Work in accordance with the requirements established by the Rocky View County Health and Safety Program and the Alberta OHS Act, Regulation and Code.
▪ Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
▪ Perform other duties and special projects as assigned.
Position Requirements
Completion of specialized training in a related field along with a minimum three years municipal experience is preferred with at least one year of previous experience in the various aspects of municipal issues strongly preferred.
▪ Working knowledge of Alberta Land Titles (SPIN) is required.
▪ Knowledge of a municipal government organization and maintains a working knowledge of departmental rules, regulations, policies, procedures, and functions.
▪ Demonstrates superior customer service skills to both internal and external customers.
▪ Able to accurately interpret legal survey plans, development drawings, landscape plans, and legal land descriptions.
▪ Above average written and oral communication skills including the ability to appropriately gauge the needs of the situation and adapt the communication style accordingly.
▪ Demonstrate a high level of integrity and professional conduct and is perceived as consistent, neutral, and objective in business activities.
▪ Must be concise, accurate and able to work well within the resources available.
▪ Proficiency with Microsoft Office suite.
▪ A working knowledge of Asset Management and Land Administration systems is required.
▪ Experience in Contract Administration would be advantageous.
