The city of Las Vegas is accepting applications for Municipal Court Marshal Lieutenant. This position is responsible for the safety, security, and enforcement services of Municipal Court. Supervises, plans and coordinates the activities and operations of staff responsible for safety, security, and enforcement services. Provide highly responsible and complex administrative support to the Court Administrator and Judges.

Receives direction from Court Administrator. Exercises direct supervision over Municipal Court Marshal Sergeants and subordinate enforcement.

Selection Process

The purpose of this recruitment is to establish an eligible list for current and/or future openings which may include part-time or full-time positions.

Examples of duties

  1. Administer a comprehensive safety and security program to ensure the Las Vegas Municipal Courthouse is in compliance with federal, state, and local laws; act as the Emergency Manager over all emergency situations at the Las Vegas Municipal Courthouse; including judicial threats, develop quick responses and effective action plans for emergency situations.
  2. Coordinate the organization, staffing, and operational activities of staff responsible for the safety, security, and enforcement services of the Municipal Court; supervise and participate in the application of state statutes and city ordinances; and enforce departmental, division and unit rules, regulations, policies, and procedures.
  3. Oversee the handling, collection, storage, preservation and retrieval of evidence.
  4. Develop, revise and implement goals, objectives, rules, regulations, policies, and standard operating procedures related to safety, security and enforcement services.
  5. Direct, coordinate, and review schedules and methods for providing security, warrant services, and dispatching services; assign work to Municipal Court Marshal Sergeants; identify resource needs; review needs with appropriate management staff; allocate resources accordingly; meet with staff to identify and resolve problems.
  6. Identify areas of improvement in efficiency, effectiveness, and productivity; review with Court Administration; implement approved improvements.
  7. Provide technical assistance to the Municipal Court executive team, Court Administrator and Municipal Court Judges.
  8. Prepare and analyze statistical reports on operations and activities.
  9. Participate in the selection, training, professional development, evaluation, and discipline of staff; provide or coordinate staff training; monitor staff accomplishments; work with staff to develop short- and long-term goals, establish performance requirements and personal development targets and provide coaching for performance improvement and development.
  10. Identify staff training needs, sources of training, and qualified instructors; oversee the development of curricula; administer and track P.O.S.T. certification progress of staff.
  11. Participate in the preparation and administration of the unit budget; submit budget recommendations; monitor expenditures.
  12. Investigate all reported safety and security-related incidents involving Municipal Court staff and property.
  13. Implement policies and procedures for the use of all criminal justice information systems, Municipal court’s case management system, and the city’s court computer system.
  14. Prepare policies and procedures that address routine and emergency safety, security, and enforcement situations for Municipal Court.
  15. Ensure that periodic safety, security, and enforcement exercises are conducted at the Las Vegas Municipal Courthouse, either by administering them personally or by arranging for outside assistance; randomly administer written safety, security, and enforcement tests to Municipal Court staff.
  16. Respond to and resolve difficult and sensitive safety, security, and enforcement-related citizen inquiries and complaints.
  17. Personally conduct or oversee internal investigations involving Municipal Court staff.
  18. Serve as a liaison for Municipal Court with other city departments and outside agencies; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of court safety and security, investigations, and law enforcement.
  19. Serve as a member of the department’s management team.
  20. Perform related duties and responsibilities as required.

Qualifications

  1. Four years of increasingly responsible experience in law enforcement, including two years of supervisory or lead responsibilities in a field related to the essential functions.
  2. Bachelor’s degree from an accredited college or university with major in police science, criminal justice, public administration or a related field. May substitute a combination of equivalent education and related experience. The city assesses 1.5 years of full-time experience as equivalent to one year of education.
  3. Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter.
  4. Possession, and maintenance, of an active Peace Officer category I certificate from the Nevada Peace Officer Standards and Training (P.O.S.T.) commission on the date of hire. OR
  5. Possession of the equivalent to a current Peace Officer category I certificate from any state and acquisition of a Peace Officer category I certificate from the Nevada Peace Officer Standards and Training (P.O.S.T.) commission by the date of hire, as prescribed by Nevada Administrative Code 289.200.
  6. Preferred Experience and Education
  • Ten or more years of increasingly responsible experience in law enforcement field, public administration or a related field.
  • A Master's Degree is highly desirable.
  • Successful completion of management/leadership training programs, especially in law enforcement, is desirable.
