Job Summary

Responsible for enforcement of the City by-laws by interpreting the by-laws and communicating these to the general public.

Duties and Responsibilities

The Property Standards, Investigations & Enforcement (PSIE) Unit is responsible for enforcing a range of municipal by-laws, including the Property Standards, Zoning and Encroachment By-laws. This Unit's Municipal By-law Enforcement Officers (MBEOs) focus primarily on private property maintenance, land use, zoning compliance and enforcement of designated community standards bylaws, contributing to the safety, livability and integrity of Mississauga's neighbourhoods.

To be considered, candidates must meet and maintain the following requirements:

• Deliver by-law specific information to the public, City staff, elected officials, industry specific members and other law enforcement staff.
• Investigate complaints, collect evidence, and perform follow-up investigations to ensure ongoing compliance.
• Conduct thorough complaint investigations in order to achieve appropriate resolutions. Where necessary, take legal action in order to bring violators into conformity/compliance, providing professional testimony and evidence for court and tribunal hearings.
• Perform detailed inspections, maintaining accurate and detailed records/logs, databases of inspections.
• Review by-laws, operational procedures and policies, and recommend amendments, changes, etc.
• Prepare prosecution briefs; swear to information and affidavits, subpoenas, and summonses.
• Coordinate and conduct joint enforcement operations with police and other enforcement agencies.
• Review by-laws, operational policies and procedures, and recommend amendments, changes, etc.
• Adhere to strict code of confidentiality, incidental to all investigations.
• PSIE is one of 3 by-law enforcement Units, the others being Specialized Housing Enforcement (SHE) and Bylaw, Compliance & Enforcement (BCE), who deal primarily with housing regulations and licensing/nuisance bylaws, respectively.
• Perform other duties as assigned.

NOTE: This position will require the successful candidates to work various shifts, which include days, evenings, overnight, weekends and statutory holidays and, at times, will require overtime. This position may involve operating a City fleet vehicle and wearing of a City-issued uniform. A Vulnerable Sector Check (Level 3) will be required of all successful candidates, at their own expense, to verify the absence of a criminal record for which a pardon has not been granted. There may be a written test conducted as part of the interview process. Successful candidates for this MBEO, PSIE competition may be considered for other MBEO positions, including SHE and BCE, based on operational needs.

Skills and Qualifications

• Municipal Law Enforcement Officer certification (may be obtained upon hiring)
• Certification from the Ontario Association of Property Standards Officers (preferred; may be obtained upon hiring)
• Graduate of a recognized community college in discipline of law enforcement, security administration, criminal justice studies or a by-law related course/major.
• 3-5 years working experience in related disciplines
• Excellent communication, interpersonal and conflict-resolution skills
• Strong organization and time management skills, with the ability to manage competing priorities and meet deadlines.
• Experience with Microsoft Office programs and appropriate City software.
• Site visits where there is considerable debris to manoeuvre around. May require some lifting of objects. Detailed visual inspections.
• Ability to work primarily in the field operating a vehicle to conduct inspections and general patrols, along with general office duty
• Must hold a valid Driver's Licence

Hourly Rate/Salary: $ 80,567.00 - $ 107,426.00
