Multilingual Learner Program Coordinator (Title III EL Department)

The Multilingual Learner Program Coordinator (Title III/Federal Programs Department) facilitates the implementation and continuous improvement of district programs and services for English Learner students and families in compliance with ESSA Title III, state regulations, and district goals. This position ensures compliance with federal, state, and local programs while building capacity through professional learning, coaching, and technical assistance for district-level and school-level teams, including administrators, school ML teams, ML Specialists, and instructional staff. The Title III ML Coordinator manages key program components, including English learner identification, language acquisition services, language proficiency assessments, professional learning opportunities, family engagement, districtwide interpretation/translation services, equitable services for eligible private school participants, and continuous improvement efforts designed to improve educational outcomes for multilingual learners.
Essential Duties and Responsibilities
- Coordinate and support implementation of the district's Title III Multilingual Learner Program to ensure effective services, compliance, and continuous improvement.
- Ensure compliance with ESSA Title III and state English Learner requirements, including policies and procedures for student identification, screening, placement, monitoring, reclassification, parent notifications, and program documentation.
- Monitor federal and state requirements, educational research, and best practices to recommend and support program improvements.
- Collaborate with district and school teams to strengthen multilingual learner systems of support through data analysis, program evaluation, effective instructional models, interventions, and consistent service delivery.
- Coordinate, support, and build the capacity of ML Specialists through ongoing communication, collaboration, coaching, mentoring, and alignment of instructional support and services.
- Provide ongoing coaching, mentoring, and professional support to ML Specialists to strengthen their effectiveness as instructional coaches and enhance multilingual learner student outcomes.
- Leads the design, coordination, implementation, and continuous improvement of the district's ESL Endorsement Program, including asynchronous Canvas courses aligned with TESOL Domain Competencies, in-person coursework, and an integrated instructional coaching model.
- Provide Title III programmatic compliance training, coaching, technical assistance, and ongoing support to district-level and school-level teams, including administrators, school ML teams, ML Specialists, and instructional staff.
- Oversee the development and delivery of professional learning related to language acquisition, sheltered instruction, cultural responsiveness, family engagement, and multilingual learner success.
- Analyze student achievement, language proficiency, and program data to identify strengths, needs, and opportunities for improvement.
- Coordinate district and school implementation of WIDA Screener and ACCESS for ELLs assessments, including training, certification support, communications, testing procedures, and data utilization.
- Lead and support family engagement initiatives, including districtwide interpretation/translation services, to promote meaningful participation of multilingual learner families through outreach, communication, translation, interpretation, and culturally responsive practices.
- Collaborate with community organizations and stakeholders to expand support and resources for multilingual learners and their families.
- Coordinate consultation, planning, implementation, evaluation, and documentation of Title III equitable services for eligible private schools in accordance with federal requirements.
- Participate in district committees, planning teams, and other state or district training/activities as assigned.
- Prepare required reports, documentation, evaluations, and records for federal, state, and district accountability, monitoring, and audit purposes.
- Perform other duties as assigned by the Director of Federal Programs or Student Services administrative designee.

Knowledge, Skills, and Abilities
- Thorough knowledge of ESSA Title III regulations and compliance requirements.
- Knowledge of second-language acquisition theory and evidence-based instructional practices.

Equipment Use: Uses standard and current electronics, technology, and equipment such as personal computers, printers, LCD, Smartboard, document camera, voice enhancement equipment, etc.
Work Environment: Works in Classroom and school building environments.
Travel Requirements: Travel to school district buildings and to professional meetings is required for this position.
Required Education and Qualifications
- Applicants must have an Active Professional Utah teaching license.
- Bachelor's degree from an accredited college or university.
- ESL Endorsement or equivalent English Learner credential.
- Minimum of five (5) years of successful classroom teaching experience, including experience supporting English Learners and culturally and linguistically diverse students.
- Minimum of three (3) years of successful instructional coaching experience, including supporting educators in implementing effective instructional practices for multilingual learners.
Preferred Qualifications
- Master's degree in education, Educational Leadership, TESOL, Linguistics, Curriculum and Instruction, or related field.
- Administrative/Supervisory License or leadership experience.
- Experience coordinating district, state, or federally funded programs.
- Experience with WIDA assessments, language acquisition programs, and compliance monitoring.
FLSA Status: Exempt
Contract:
Full time, 187 days, paid over 12 months with +20 contract days

8 days sick leave and 4 personal leave days per fiscal year
*This position is funded by a soft funding source. Continuation of the role each school year is contingent on an annual review and ongoing availability of funds.
