General Description:

The purpose of this job within the organization is to support the Metropolitan Planning Organization known as the Rock Hill-Fort Mill Area Transportation Study or RFATS. RFATS is responsible for the development of transportation plans and programs; addressing federal and state planning requirements; working with agency and area municipalities on planning studies and implementation; project planning; as well as providing a decision-making forum for the discussion and prioritization of recommended actions.

Minimum Training and

Experience:

Requires a Bachelor’s Degree in planning, geography, public administration or related field, supplemented with one to two years professional planning experience in a government setting. GIS experience is required. Master’s Degree in city / regional planning or related field preferred. Direct experience in transportation planning is desirable. The equivalent combination of education and related work experience may be considered.

Special Certifications and Licenses:

A valid Driver’s License is required. An American Institute of Certified Planners (AICP) certification is preferred, but not required.

Desirable Knowledge, Skills and Abilities:

  • Knowledge of modern office practices, procedures and equipment.
  • Knowledge and mastery of word processing, publishing and spreadsheet software.
  • Ability to effectively write a wide variety of documents, including press releases, website content and technical reports.
  • Ability to create advanced spreadsheets and charts.
  • Ability to speak confidently in public settings.
  • Ability to read and comprehend complicated complex regulations.
  • Ability to work with others in a fast-paced, team-oriented environment.
  • Ability to review and analyze data and confirm compliance with policies and standards.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
  • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

  1. Assists with the implementation of planning studies and project monitoring.
  2. Prepares illustrative maps of plans, data sets and project information utilizing the City’s GIS system.
  3. Assists with administrative preparation, materials, and logistics for public meetings.
  4. Coordinates with appropriate agency partners (FHWA; SCDOT, etc.) regarding transportation data sets such as NPMRDS; area traffic counts / accident locations; as well as planned maintenance work by the SCDOT District Office, etc.
  5. Assists with multi-modal planning; safety planning; as well as coordination with jurisdictional members and area stakeholders on these and other topics.
  6. Assists with the congestion management process; SOV capacity analysis; NPMRDS data set and related operational information; completes annual evaluation assessment, etc.
  7. Responds to inquiries for project and planning information, this includes the assembly of requested data and files, as well as the completion of site visits.
  8. Assists with the maintenance of the MPO website, which includes coordination with regional planning partners for accuracy and project transparency.
  9. Supports implementation of the Public Participation Program, including outreach, planning and reporting.
  10. Research issues for various transportation reports and memos.
  11. Makes presentations to the Citizens Advisory, Technical and Policy Committees.
  12. Achieves specific and measurable performance output consistent with RFATS work program goals and requirements.
  13. Takes minutes at various meetings.
  14. Performs all other duties as may be assigned to meet organizational needs.
