What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Movement Cooperation Cooridnator is the delegation’s focal point for issues related to the International Red Cross and Red Crescent Movement (the Movement) and actively coordinates the building of positive relationships between the ICRC and the other components of the Movement, particularly the host National Society (hNS). S/he works closely with the delegation’s management to develop its Movement cooperation strategy and provides regular analysis of Movement dynamics and trends that could impact the ICRC’s operations. S/he sets and implements the delegation’s cooperation objectives in line with the ICRC’s Movement policies and in consultation with the operating NS.

Accountabilities & functional responsibilities

  • Define and drive the ICRC Delegation in the Philippines cooperation strategy, ensuring principled and accountable partnerships with the Philippine Red Cross aligned with operational priorities.
  • Oversee coherent partnership frameworks and cooperation models between the ICRC and PRC, ensuring alignment across joint procedures and operational arrangements.
  • Steer strategic alignment and capacity strengthening, integrating the Safer Access Framework to enhance PRC sustainability, operational readiness, and principled action.
  • Catalyze effective Movement coordination, ensuring clarity of roles, complementarity, and collective impact in line with Seville 2.0 and agreed Movement frameworks.
  • Develops and maintains a comprehensive overview of the Movement’s activities, capacity and affairs; advises the Head of Delegation and other ICRC staff on the ICRC’s position within the Movement, relationship management and coordination activities.
  • Advise the ICRC delegation in the Philippines on Movement positioning and engagement, leveraging a comprehensive understanding of Movement dynamics.
  • Drive cooperation excellence within the ICRC delegation in the Philippines, strengthening partnership competencies, accountability, and institutional learning.

  • Below is a list of typical criteria relating to main areas of scope and impact for a given role. All of the stated criteria apply, however some may be at a level which is lower (or higher) than typically anticipated for a given grade. Relationships

  • Internally, interacts with the Movement Cooperation team, the management team, other coordinators at the delegation, and the Division for Cooperation and Coordination within the Movement at headquarters.
  • Externally, develops and maintains a network of contacts at operating and participating NSs and the International Federation of Red Cross and Red Crescent Societies at management level.

Certifications / Education required

  • University degree or equivalent experience.
  • Excellent written and verbal communication skills and knowledge of local dialect is an advantage.
  • Computer proficiency.

Professional experience required

  • Typically 10-12 years overall professional experience.
  • Experience in international humanitarian work at the ICRC or another Movement component (NS and/or International Federation of Red Cross and Red Crescent Societies).
  • Professional experience in programme management.
