Job Description

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For more than 50 years and in over 155 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego provides technical support to Ministries of Health across the globe in areas including HIV/AIDS, maternal and newborn health, family planning, health workforce development, cervical cancer prevention, malaria, and IPC/WASH. In Eswatini, Jhpiego is implementing the Reaching Impact Saturation and Epidemic Control (RISE) project. RISE is a multi-country project funded by the U.S. Government to save lives and improve health through integrated, evidence-based approaches to address urgent gaps in lifesaving services. RISE works across all levels of the health system to strengthen the HIV/TB epidemic response, to limit the spread of deadly disease outbreaks through Global Health Security (GHS) programming, and to reduce preventable morbidity and mortality through integrated maternal, newborn, and child health (MNCH), nutrition, tuberculosis (TB), and malaria services. Since 2019, RISE has supported programs in more than 25 countries across Africa, Asia, and Latin America.

Responsibilities

The M&E Officer supports health facilities in accurate patient-level data recording and reporting by building capacity of healthcare workers in CMIS and MOH tools, verifying data quality, conducting trainings, resolving system issues, participating in quality improvement initiatives, and collaborating with regional and clinical teams to ensure complete, timely, and accurate health information management and use.

Duties & Responsibilities

  • Works with cluster teams to assist supported sites to record patient level data accurately using standard national data collection tools for integrated clinical services and build capacity of HCWs in using CMIS, completing registers in collaboration with regions SID and Clinical mentors.
  • Ensures supported facilities have adequate supply of standard MOH data collection tools.
  • Systematically conduct monthly data verifications for priority indicators and liaise with clinical mentors for facility feedback and action planning.
  • Using facility CMIS dashboard conduct data checks, quality control and profiling to ensure complete and accurate data capture and entry weekly.
  • Prepares presentation for and participates in cluster meetings.
  • Work with regional SID to train all health facilities in the region to record patient level data accurately using standard national data collection tools for integrated clinical services (HTC, PMTCT, TB/HIV and C&T).
  • Participates in the site improvement through monitoring system (SIMS) visits and works with relevant teams to ensure remedial actions are developed as needed.
  • Facilitate facility level monthly MDT/QI meeting and assist HCWs with data reviews to identify gaps performance and in services delivery as early as possible.
  • Assist in providing refresher and onsite trainings for site staff as per need on data collection tools.
  • Assist in CMIS roll out and provide ongoing support on the CMIS.
  • Participate in the site level Data Management Teams meetings to identify and resolve data related issues.
  • Manage Tier 1 system issues working with the regional SID HMIS analyst.
  • Report Tier 2 and 3 CMIS facility problems to Regional and National level.
  • Distribute data collecting tools to the health facilities.
  • Build capacity and provide direct supervision to facility Data Clerks in data cleaning, DQAs and downtime form management.
  • Work with regional SID team to coordinate implementation of Regional Semi-Annual Reviews (ReHSARs).
  • Presents interpretations and analysis of health data to the Regional Health Management Team and other meetings/forums as assigned by the M&E Advisor.
  • Contributes in the development of regional M&E work plans.
  • Provides regular M&E and QI updates to the M&E Advisor

Required Qualifications

  • A Bachelor's Degree in Public Health, Health Information Management, Statistics, Nursing, or a related health or data science field.
  • At least 5 to 6 years of directly relevant experience of relevant experience in health data management, monitoring and evaluation, or working with health information systems in a clinical or public health setting.
  • Postgraduate degree in Monitoring & Evaluation, Health Informatics, or Data Quality Assurance is an added advantage.
  • Experience in training and capacity building of health workers on data collection tools and systems, including registers and electronic platforms.
  • Proven ability to present data in meetings, lead data review sessions, and support QI/MDT meetings at facility or cluster level.
  • Prior involvement in national or regional M&E activities, such as SIMS visits, Semi-Annual Reviews (ReHSARs), and development of M&E work plans.
  • Proficiency in using CMIS dashboards, Excel, and basic data visualization tools (e.g., PowerPoint, DHIS2, or Tableau).
  • Strong interpersonal and communication skills for coordinating with SID, clinical mentors, and health facility staff.
  • Familiarity with national data collection tools, registers, and reporting requirements in public health programs.
