Overview

MOMENTUM Country and Global Leadership (MCGL), funded by the U.S. Government, is a global mechanism that saves lives and improves access to quality, integrated health services by distributing life-saving commodities, medicines, and vaccines, and providing critical health care services for pregnant mothers and children under five. The project provides safe childbirth for mothers and babies, vaccinates children, treats deadly illnesses and malnutrition, and controls disease outbreaks.

The Monitoring & Evaluation Specialist (M&E Specialist) will provide centralized technical, analytical, and data management support to the Senior M&E Advisor to strengthen the MCGL Bangladesh M&E systems. The position will focus on extracting, consolidating, cleaning, validating, managing, and analyzing data from the national HMIS (DHIS2 and DGFP MIS), project MIS, and other relevant sources; tracking progress against project indicators, targets, and workplans; maintaining project MIS and databases; and developing dashboards, visualizations, analytical reports, presentations, GIS maps, and other data products to inform program management and decision-making.

The M&E Specialist will work closely with the regional M&E Specialists and partner M&E Officers to consolidate and validate regional and district-level data, identify data quality and performance gaps, and generate timely analytical insights for program improvement, reporting, learning, and data use. The position will also support the Senior M&E Advisor in strengthening the project M&E systems and processes, including data collection tools, guidelines, SOPs, dashboards, reporting mechanisms, and data-use processes.

Responsibilities

• Extract, consolidate, clean, validate, and manage routine data from DHIS2, DGFP MIS and project MIS, and other relevant data sources.
• Maintain project databases and data repositories and ensure data accuracy, consistency, security, and timely updating.
• Analyze PMP and other program data to identify trends, service gaps, geographic variations, and areas requiring attention.
• Track progress against project indicators, targets, and approved workplan.
• Support the development, implementation, and continuous improvement of a robust project MIS aligned with the PMP and program information needs.
• Develop and maintain dashboards, scorecards, charts, graphs, GIS maps, and other data visualizations to support performance monitoring and decision-making.
• Conduct routine data quality reviews and support data quality assessments (DQAs), identify data quality issues, and follow up on corrective actions with regional M&E Specialists and partner M&E Officers.
• Support development, testing, and refinement of data collection tools, reporting formats, guidelines, and SOPs in alignment with project, donor, national, and Jhpiego requirements.
• Prepare and contribute to monthly, semi-annual, and annual reports, analytical briefs, presentations, data packs, and other M&E products.
• Provide technical and analytical support to the regional M&E Specialists and partner M&E Officers on data management, analysis, visualization and reporting.
• Support routine data review meetings and promote the use of data for evidence-based decision-making and adaptive management.
• Ensure appropriate data security, confidentiality, access control, and responsible management of project databases and individual-level data in accordance with Jhpiego, MCGL, donor, and Government of Bangladesh requirements.
• Perform other M&E and reporting responsibilities as assigned by the Senior M&E Advisor.

Required Qualifications

• Master’s degree in public health, health informatics, statistics, anthropology, epidemiology, computer science, science, or a related field.
• At least 4 years of progressive professional experience in monitoring and evaluation roles in the health sector, preferably with experience in maternal, newborn, child health, nutrition, and immunization (MNCHN&I).
• Strong knowledge and practical experience in M&E frameworks, performance monitoring, routine health information systems, and DHIS2.

Preferred Qualifications

• Demonstrated proficiency in MS Excel, MS PowerPoint, Power BI, Kobo and/or other electronic/mobile data collection and cloud-based platforms.
• Experience with SPSS, Stata, or other statistical/data analysis software is desirable.
• Experience in dashboard design, data visualization, and GIS is required.
• Strong attention to detail and commitment to data quality, accuracy, timeliness, and confidentiality.
• Candidates with relevant professional certifications in M&E, data analytics, data science, Power BI, GIS, database management, DHIS2, or related areas will be given preference.
