Office/Unit/Project Description

The Action for Climate and Environment (ACE) Unit at UNDP is organized around the thematic areas of climate change adaptation and mitigation, natural resource management, biodiversity conservation, ecosystem restoration, disaster management and resilience, and access to clean and efficient energy.

UNDP seeks to engage a Monitoring, Evaluation and Reporting Analyst who will support the ACE unit in strengthening monitoring, reporting and learning capacities within the ACE (Action for Climate and Environment) unit. The Analyst will be responsible for managing the monitoring and reporting platforms for the Unit.

The Monitoring, Evaluation and Reporting Analyst will work closely with programme pillars under the ACE Unit to ensure that data generated from project implementation, evaluations, project reviews, and results reporting is effectively captured, synthesized, and shared. The role also contributes to corporate compliance and supports the unit in strategic planning and results reporting. The position may also provide additional management and coordination support in response to evolving office needs and requirements.

Duties and Responsibilities

Under the overall guidance of the Senior Advisor and Team Leader, the Monitoring, Evaluation and Reporting (MER) Analyst ensures effective delivery of the unit by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations. The incumbent works in close collaboration with the CO Programme Management and Support Unit, Programme and Project Managers and Projects’ team to exchange information and resolve complex programme-related issues.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration.

Reporting To: Senior Advisor and Team Leader, Action for Climate and Environment

Duties and Responsibilities:

Ensure Monitoring:

  • Support the systematic application of Results-Based Management (RBM) principles, tools, and approaches across the programme cycle, including planning, implementation, monitoring, and reporting at the portfolio level.
  • Operationalize and strengthen portfolio-level monitoring frameworks, tools, templates, dashboards, and tracking systems to support effective monitoring of programme implementation, progress, and results.
  • Monitor progress of projects and initiatives within the portfolio against approved workplans, outputs, indicators, milestones, and targets, and identify implementation gaps, risks, challenges, and bottlenecks affecting delivery of results.
  • Provide analytical inputs and recommend corrective actions and adaptive management measures based on monitoring findings, implementation progress, and emerging risks.
  • Support the maintenance and strengthening of portfolio-wide systems for collection, validation, consolidation, analysis, and reporting of programme and project data at national, state, and local levels.
  • Coordinate and maintain portfolio-level risk and issue tracking mechanisms in close collaboration with project teams, implementing partners, and relevant stakeholders.
  • Ensure adherence to UNDP monitoring standards, quality assurance mechanisms, data quality protocols, and corporate reporting requirements across projects within the portfolio.
  • Facilitate and contribute to results-oriented monitoring missions, field visits, programme reviews, and implementation support exercises, including coordination with implementing partners and stakeholders.
  • Support capacity development initiatives for programme teams and implementing partners on RBM methodologies, monitoring tools, data management systems, and results tracking frameworks.
  • Support the ACE team in coordinating the collection, consolidation, validation, and reporting of data related to the implementation of results and indicators under Outcome Group 5 of the United Nations Sustainable Development Cooperation Framework (UNSDCF).

Perform Evaluation:

  • Support the planning, coordination, and follow-up of evaluations, reviews, assessments, and studies undertaken within the portfolio, in alignment with UNDP evaluation policies, standards, and guidelines.
  • Facilitate the preparation and organization of evaluation-related documentation, data, evidence, and stakeholder consultations required for portfolio and project evaluations.
  • Ensure systematic documentation and maintenance of evaluation reports, assessments, research studies, and related evidence generated under the portfolio.
  • Support the identification, documentation, synthesis, and application of lessons learned, best practices, and evaluation findings to strengthen programme implementation and adaptive management.
  • Contribute to the development of evidence-based analytical inputs, portfolio reviews, and synthesis reports to support programme learning, accountability, and decision-making.
  • Support research, analysis, and evidence generation to strengthen the portfolio’s results framework and demonstrate progress toward programme outcomes and development objectives.

Guide and perform Reporting:

  • Coordinate the preparation and consolidation of donor and corporate reports, including narrative and financial reporting inputs, in accordance with UNDP corporate requirements, quality standards, and reporting timelines.
  • Ensure timely, accurate, and results-oriented reporting on programme progress, achievements, implementation challenges, risks, mitigation measures, and lessons learned across the portfolio.
  • Support the preparation of analytical briefs, programme updates, portfolio summaries, presentations, and reporting materials for internal reviews, donor engagements, steering committees, and senior management.
  • Ensure consistency, standardization, and quality assurance in reporting formats, documentation practices, and data management processes across projects within the portfolio.

Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management.

  • Organize learning, training, and capacity building activities on monitoring and evaluation, RBM, data collection and survey methods, gender mainstreaming and portfolio approach.
  • Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices derived from monitoring and evaluation activities on what works, what does not work, revised theories of change to identify innovative ideas for their scaling or replication.
  • Provide sound contributions to local and global knowledge networks, communities of practice, and other knowledge management mechanisms.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional 2 years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in data collection, analysis, research for effective programme management with strong experience in coordinating with stakeholders, field teams, and partners for data collection and reporting.

Desired skills

  • Proficient in MS Office applications, database management systems, and web-based management platforms (ERP), with proven expertise in developing dashboards, analytical reports, presentations, and documentation to communicate key insights, trends, and actionable recommendations.

  • UN/ NGO/ INGO or any similar organization’s experience.
