The Monitoring, Evaluation, and Learning (MEL) Officer willsupport the implementation of theSTRengtheningInfectious DiseaseDEtectionSystems (STRIDES) project inMoroccobymaintainingand implementing the monitoring and evaluation processes and practicesof the projectS/Hewilltrain program staff to ensure that performance indicators and data related to outcomes, achievements, and impact are properly prepared and collected in targeted geographic areas and sectors.
S/He will provide basic technical support and guidance to staff and partners in the country office, drafttechnicalportionsworkplans and other technical materialsbased on the design and direction set by technicalleadership andimplementmonitoring and evaluationinitiatives.S/Hewillsupport training and capacity strengthening for monitoring and evaluation and support the smooth functioning of STRIDESmonitoringand evaluation systems. He/she will create scientific or technical materialrelevant to STRIDES andevaluateprogrammatic effectiveness and provide technical assessmentand otherreports.S/Hewill provide administrative support on core project operations (e.g., updating manuals,assistingwith proposals, and budget tracking).

Provides quality control and quality assurance support.
Conducts searchesofpublished literature, mobile software sites, blogs, on evolving issues.
Contribute to development andsharing oflessons, knowledge, innovations, and best practices.
Provides supporttowork planning and workplan preparation and finalization.

Project Design Implementation:
Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOPs).
Monitors andmaintainsprotocols, instruments, data sets, manuals, trainingmaterialsand reports.
Client/Funder Support:
Participates in client / funder meetings.
Prepares Requests for Proposals for technical, administrative, and other service needs.
Operations Management (Finance, HR, etc.):
Responds to requests and inquiries from internal and external staff.
Provides administrative and logistic support to technicalteam, training, events, meetings, and other activities.
Project Reporting:
Supports preparation of quarterly and annual reports, and other documents.
Writes and edits technical reports and documents.
Gathers information, data and statistics needed to provide evidence to reports, presentations, papers, and other documentation produced.
Assistswith technical troubleshooting, guide dataanalysisand application of data.
Participates in data review and support datausefor decision making.
Ensuresthe documentation and reporting ofappropriate servicesrenderedto clients is done in the relevant service registers.
Assistswith compiling technical content (e.g., reports, presentations, manuscripts).
Applied Knowledge & Skills:
Proficiencywith database management software andon-linesearch toolsrequired
Development of scope of work and deliverables for partners, consultants, etc.
Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

Basic working knowledge of concepts, practices, and procedures with providing technical support for technical research studies.

Education:
Bachelor's Degree orits Internationalequivalent inin, Public Health, DataScienceorrelatedfield.
Experience:
Typically requires 2+ years of relevant experience managing data collection,monitoring, evaluation, capacity strengthening in the country,and technicalassistanceexperience.
Prior work experience in a non-governmental organization (NGO), government agency, or private company

Typical office environment.
Ability to spend long hours looking atcomputerscreen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:

The expected hiring salary range for this role is MAD 160,000 - 220,000 annually for annual gross salary.
